Germany’s airport-terminal expansion programme runs primarily through Fraport (FRA T3), Flughafen München (MUC T1), and the smaller pier-extension programmes at BER, HAM and DUS. Every crane permit on these sites caps against the ICAO Annex 14 OLS envelope as transposed through EASA CS-ADR-DSN and the LBA approval.

01. Pre-pricing — BG-Bau + SOKA-BAU at every layer

Airport-terminal expansion is principally a construction-trade workforce: civil shell, EXC3/EXC4 structural steel, pier-extension concrete, baggage-handling infrastructure. BG-Bau carries employer-liability; SOKA-BAU 20.2% applies on the civil-trade portion at the West rate; Mindestlohn-Bau LG3 €23.97/h from 1 April 2026 carries the wage floor.

Where MEP scope predominates (HVAC, electrical, controls), BG-ETEM picks up the energised-work portion. Tarif-Bezug per Niederlassung is verified at mobilisation.

02. Meldeportal-Mindestlohn + A1 + airside access documentation

A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. The airport-specific layer adds the airside-access security clearance per worker — Sicherheitsüberprüfung under §7 LuftSiG, valid for the specific airport (not transferable across airports), and re-issued on personnel turnover. Per-worker fine ceiling under §23 AEntG: €30,000.

The crane-permit application links to the worker’s qualification: an operator outside the OLS-approved height range is rejected at the LBA stage, not at the site stage.

03. SOKA-BAU + BG-Bau onboarding

Civil-trade portion at 20.2% West rate. BG-Bau registers the workforce before site presence; the Baustellenausweis + airside-access clearance carry the determining classification.

04. SchwarzArbMoDiG-defensible evidence pack

Since 1 January 2026, FKS profile is biometric on-site + live payroll-IT + A1 / DRV / Meldeportal-Mindestlohn cross-matching. The airport overlay adds the airside-access register reconciliation. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, BG-Bau membership confirmation, Sicherheitsüberprüfung trail, and Anerkennung-recognition documentation.

05. India and Gulf sourcing corridors — the airport-expansion pathway

Indian airport-trade pool delivers Larsen & Toubro-trained airport-construction crews from the Mumbai T2, Delhi T3, Hyderabad and Bangalore expansion programmes. Gulf corridor reaches Saudi Binladin, ASGC, Arabtec airport-trade pools.

The 8 to 14-week corridor lead-time activates against Fraport FRA T3, Munich MUC T1, BER pier-extension, Hamburg Pier West or Düsseldorf Pier C; the Sicherheitsüberprüfung clearance is scheduled into the post-arrival window.
