The battery-gigafactory build regulatory stack — five binding layers
Dry-room construction and lithium-dust hazard zoning combine explosive-atmospheres, pressure-equipment, and battery-safety regimes on top of the EU posted-worker baseline.
ATEX explosive-atmosphere classification

Electrode-coating, calendaring, and dry-room areas are Zone 20/21/22 dust-atmosphere zones. Workers and equipment require ATEX-certified PPE and explosion-protection competence (DE Befähigte Person Ex, FR ISM-ATEX).

Battery-room electrical safety, ventilation, and stationary-storage installation. DIN VDE V 0510-100:2023-04 is the current German reference.
Sprinkler and fire-suppression for Li-ion

Standard EN 12845 sprinkler design plus Li-ion-specific suppression strategies (water-mist, foam, gaseous) per insurer requirement. Installer must be VdS- or LPCB-listed.

Dry-room desiccant systems, solvent-recovery, and electrolyte handling involve PED-category piping and vessels. Welder qualifications follow EN ISO 9606-1.

Dry-Room HVAC ≤1% Relative Humidity — Electrode Manufacturing Baseline
Lithium-ion electrode manufacturing requires dry-room conditions at ≤1% relative humidity (typically -40°C dew point or lower) — orders of magnitude drier than pharma cleanroom or semiconductor fab. HVAC plant workforce installs and commissions desiccant dehumidification systems (Munters, DRI, Bry-Air, Cotes) with per-component certification + per-manufacturer commissioning training. Workforce qualification stacks F-Gas Sachkundenachweis Kat. I-IV (DE) + Attestation de capacité Cat. I-IV (FR) + manufacturer-specific desiccant-system competence; per-cell-manufacturer commissioning protocol — non-transferable.
Electrolyte ATEX Zone 1/21 + Bulk-Solvent Handling
Lithium-ion electrolyte (lithium hexafluorophosphate LiPF6 dissolved in ethylene carbonate / dimethyl carbonate solvents) requires ATEX-classified handling: Zone 1 (flammable atmosphere occasionally present in normal operation) for solvent storage + dispense + cell-filling areas; Zone 21 (combustible-dust atmosphere) for electrode-coating and calendering. Workforce certification: per-zone ATEX competence under DIN VDE 0165 (DE) / NF EN 60079-14 (FR) / EN 60079 series EU-wide. Per-OEM bulk-solvent handling training (BASF, Mitsubishi Chemical, UBE Industries) — separately certified.
DC Cell-Stack Commissioning + High-Voltage Pack Integration
Cell-stack and module-pack integration at gigafactory scale requires DC commissioning competence — distinct from grid-side AC. Workforce qualification: per-OEM cell-stack commissioning training (CATL, Samsung SDI, LG, ACC, PowerCo run separate cells), high-voltage DC handling under DGUV 200-005 (DE) / NF C 18-510 H1V/H2V (FR) / BS 7671 18th-edition § 720 (UK), per-cell-chemistry voltage handling — LFP vs NMC vs NCA chemistries draw different commissioning protocols. Per-manufacturer, per-platform, per-chemistry.
EU Battery Regulation (EU) 2023/1542 — Conformity + Workforce Documentation
The 2023 Battery Regulation entered force July 2024 with phased application through 2027 — replaces Directive 2006/66/EC. Conformity assessment for industrial / EV batteries (Annex VIII Module D / D1 / G) places workforce-documentation requirements on the gigafactory operator: per-batch labour-input traceability (Annex XIII due-diligence policy), battery-passport digital identity from Feb 2027, supply-chain due-diligence on cobalt + lithium + nickel + graphite. Workforce sourcing must integrate with the operator's battery-passport architecture from day one of mobilisation.
Battery Gigafactory vs Hyperscale Data Centre Workforce Regime
Both are megaproject MEP-intensive builds with hard equipment move-in dates, but gigafactory layers dry-room ≤1% RH + ATEX electrolyte + DC commissioning + Battery Regulation conformity — different cert stack, different commissioning, different lead-time architecture.
