Wtta transition register opens
Nederlandse Arbeidsinspectie registration office opens. SNA-certified suppliers may apply for the transition arrangement. Scope test: every party making arbeidskrachten terbeschikking onder Waadi falls in. Bilateral-employer detachering under Directive 96/71/EC sits outside scope.

Transition registration deadline
Deadline for transition registration of in-scope suppliers. Application requirements include VOG, €100,000 deposit, demonstrated correct-wage practice, fiscal compliance and audit.

Mandatory Wtta-toelating application window
Two-month application window for all in-scope uitleners — TBA's, payrollers, detacheerders. Application requires VOG, statutory waarborgsom and ledenadministratie. Late or absent application = no admission = no legal supply from 1 Jul 2027.

Wtta-register goes live
Public toelatingsregister operational at toelating.minszw.nl (provisional). Inleners commit a strafbaar feit under Wet allocatie arbeidskrachten door intermediairs (WAADI) if they hire from a non-admitted uitlener. Enforcement begins; using a non-admitted supplier becomes unlawful.

Wtta enforcement live
Uitleners without toelating cannot lawfully supply labour. Inleners working with non-toegelaten partijen are themselves sanctionable. Wtta inlener-boete stacks on top of WAV (€6,000), Waadi-registerplicht (€12,000) and WAGwEU meldingsverzuim per worker.
Bilateral-employer detachering — outside Wtta
Workers remain contractually employed by the foreign sending entity for the duration of the assignment and are posted into the Dutch project under Directive 96/71/EC. The arrangement sits outside Waadi terbeschikkingstelling and therefore outside the Wtta toelatingsstelsel.
Dual CAO at mobilisation
Bouw-stack trades into CAO Bouw & Infra functiegroepen; techniek-stack (electrical, HVAC, mechanical, controls, BMS, piping) into CAO Metalektro. Under-classification — the single most expensive non-WAV exposure — closed at the gate, not reconstructed at audit.

WAGwEU meldingsplicht filed in advance of mobilisation. A1 issuance pre-staged at screening-pass moment so the timeline runs 4 weeks consumed at contract signature — closing the typical 6-to-10-week mobilisation slip.
NEN 3140 + VCA-Basic + Waadi verification
Vakbekwaamheidsverklaring (VOP, VP, WV) documented per worker; VCA-Basic certified; Waadi-registratie of every sending entity verified at the KvK. Identity, posting-period, A1 and equal-treatment compliance evidence retrievable in 48 hours per worker per site.
ESRS S2 value-chain documentation
Per-worker pack contributes directly to the group ESRS S2 disclosure — grievance and remediation channel demonstrably functional, human-rights due-diligence record, no-material-incidents posture defensible. Auditable narrative the CSRD-disclosure team can incorporate without onward attribution risk.
