Norway: 2025 → 2026 Timeline

The Tariffnemnda raised the allmenngjort construction wage floor on 15 June 2025; tvangsmulkt for late OAR/RF-1199 reporting recalibrated 1 January 2026; the utsendingsforskrift amendment of 1 January 2026 restates posted-worker rules; the anskaffelsesloven rewrite lifts wage-and-conditions clauses from forskrift into statute on 1 July 2026.

  1. 15 June 2025

    Allmenngjøringsforskrift revised (FOR-2025-05-28-960)

    Tariffnemnda raised the byggeplass wage table inside FOR-2024-10-21-2544: fagarbeider kr 264.32, ufaglært med 1 års erfaring kr 249.00, ufaglært uten erfaring kr 239.61, under 18 år kr 162.44. Operative on every Norwegian byggeplass through the next biennial revision.

  2. 1 January 2026

    Tvangsmulkt + overtredelsesgebyr recalibrated

    Skatteetaten tvangsmulkt for OAR/RF-1199 reporting failures runs at kr 1,345 per day; overtredelsesgebyr for obstructed audits to kr 67,250. New cash-penalty curve on every undisclosed posted-worker contract above the kr 20,000 contract-sum trigger.

  3. 1 January 2026

    Utsendingsforskriften amended

    Norway re-states implementation of 96/71/EC, 2018/957 and 2014/67/EU under FOR-2005-12-16-1566 (last amended 15.12.2025). IMI cross-border enforcement channel formally tightened; A1, accommodation and remuneration documentation structured for direct Arbeidstilsynet retrieval on inspection.

  4. 1 July 2026

    New anskaffelseslov in force

    Stortinget vedtak 5 February 2026 lifts lønns- og arbeidsvilkår, lønn via bankoverføring, lærlingbruk and supply-chain depth from forskrift into statute. Threshold raised from kr 100,000 to kr 500,000. Wage/working-condition exclusion grounds enforceable across every public buyer.

Each contract above kr 20,000 reported to Sentralskattekontoret for utenlandssaker via OAR within 14 days of work start; per-worker RF-1198 filings synchronised to D-nummer issuance; EØS A1 verified at issue and corridor-mapped to utsendingsforskriften. Tvangsmulkt at kr 1,345/day pre-empted.

HMS-kort + Sentral godkjenning onboarding

Byggekort issued to every worker before site presence under forskrift om HMS-kort på bygge- og anleggsplasser; daily oversiktsliste maintained electronically per byggherreforskriften. Sentral godkjenning under DiBK SAK10 kap. 9–11 held by the executing foretak (kr 3,840/year) — credibility anchor on every offentlig anskaffelse.

Arbeidstilsynet defensible evidence pack

Påseplikt and informasjons- og dokumentasjonsplikt under FOR-2008-02-22-166 (last amended FOR-2025-06-20-1151) executed before site presence: arbeidskontrakt, lønnsslipp, timelister, kontoutskrift for SEPA-trace, innkvartering and qualification trail held in the format Arbeidstilsynet requests on inspection.

India/Gulf corridor under utlendingsloven faglært-spor

Third-country pipeline for trades where the EØS posted-worker pool is exhausted. UDI faglært-permit under utlendingsloven §§ 23–25 pre-initiated against 2026 lønnsterskler (kr 522,600 BSc-equivalent, kr 599,200 MSc-equivalent), with documented vocational equivalence to tilsvarende norsk fagbrev.
