Groupe ADP cancelled the €9 bn CDG T4 on 11 February 2021 (Pompili decision). The replacement €3.5-4.5 bn 2025-2035 alternative capex programme is now the active workstream. The March 2027 CDG terminal renumbering reassigns identifiers across all existing terminals — not new-build.

01. Pre-pricing — PC 124 BTP + CIBTP

Airport-terminal expansion is principally PC 124 BTP-classified: civil shell, EXC3/EXC4 structural steel, baggage-handling infrastructure. N1P1 €1,843 monthly floor (2026). CIBTP Congés 20.70% national. Constructys 1% legal training contribution.

02. SIPSI + A1 + DGAC airside-access clearance

A1 + French-language contract + SIPSI déclaration predate site arrival. The airport overlay adds the DGAC + DSAC airside-access clearance per worker (renewable on personnel turnover). Per-worker SIPSI fine €4,000 (€8,000 repeat); Carte BTP fine €4,000 (capped €500,000/company).

03. CIBTP + DGAC onboarding

Civil-trade portion at CIBTP 20.70% national. The Carte BTP + DGAC airside pass carry the determining classification.

04. URSSAF + DGAC-defensible evidence pack

Standard FR profile + DGAC airside-register reconciliation. Minimum pack: SEPA-traceable remuneration, SIPSI, Carte BTP, A1, DGAC airside-access record per worker.

05. India and Gulf sourcing corridors — the FR airport pathway

Indian airport-trade pool delivers L&T-trained construction crews from the Mumbai T2, Delhi T3 expansions. Gulf corridor reaches Saudi Binladin, ASGC, Arabtec.
