Rail-construction mobilisation across DE/UK/NL is gated by national track-access passports before any CENELEC RAMS evidence is reviewed. The competence card is the binding layer; safety case standards are the technical floor.
National track-access competence pass

EN 15085 Certification Level Match
Rail welding under EN 15085 splits across four certification levels (CL1 through CL4). A welder qualified at CL3 is not authorised on CL1 work; a fabricator certified for CL2 cannot release CL1 weldments. Workforce screening verifies the certification level against the lot specification — DB Netz, SNCF Réseau, Network Rail — before mobilisation, not at the first weld.
Bahnbau-Tarifvertrag BG-Stufen
The Bahnbau-Tarifvertrag classifies trades across BG-1 through BG-6 Lohngruppen with distinct hourly floors, allowance structures and qualification requirements. Posted workers misclassified into the headline Mindestlohn floor surface as €30-50K back-pay events per worker at FKS inspection. Screening establishes the correct BG-Stufe per qualification profile, per project, before payroll runs the first cycle.
Network-Specific Safety Authority Across Five Regulators
Rail-network safety authority is jurisdiction-bound. Five regulators (DB Netz Sicherungsanweisungen / ÖBB Infra Sicherungsaufsicht / SBB Sicherheitsanweisungen under BAV / SNCF Réseau règles de sécurité / Network Rail PTS-COSS) operate five distinct, non-portable certification regimes. A worker certified for DB possession-work cannot enter SBB territory under BAV jurisdiction, nor SNCF Réseau under EPSF, without re-certification. Screening maps the worker's network-specific authority against the destination network before deployment — not on arrival at the depot.
Possession-Window Critical-Path Mobilisation
A DB possession is a defined slot of network unavailability — typically 8 to 72 hours, dated months in advance on a Bauplan. A pre-mobilised crew arrives at Day-0 with possessions cleared, safety briefings recorded, identity ratified to BG Bahnbau, EN 15085 scope confirmed, possession-shift premium contractually clear. First-shift productivity must run at full output, not at 60 percent while paperwork is rectified. A possession-window collapse on first shift exposes the contractor to slot fee, slot-replacement fee, and the redeployment of crews to a vacated calendar — typical industry exposure in the €40-90K range per blown possession.
DB InfraGO Rahmenvereinbarung Call-Off Cadence
DB InfraGO Rahmenvereinbarung lots are awarded against framework volume, but call-off cadence varies lot to lot — staged across the Bauplan calendar, not delivered at the award date. Mobilisation timing for crew batches must match the call-off window: early arrival incurs accommodation and standby costs; late arrival forfeits the possession. Bayswater pre-stages crew batches against the call-off cadence rather than against the award, with EN 15085 scope and BG-Stufe classification fixed before the call-off lands.
SLV Welder Requalification and Scope Validity
EN 15085 CL1 and CL2 welder approvals are performance-based, time-limited (typically valid 2-3 years subject to monitored production), and tied to a defined scope of material, process, position and consumable. The Schweißtechnische Lehr- und Versuchsanstalt (SLV) is the German notified body issuing many of these approvals. A DIN EN 15085-2 CL1 approval issued in Germany does not auto-translate to the SNCF Réseau context, nor to UIC-960 rolling-stock work elsewhere. Screening pre-checks approval validity date, issuing body, scope envelope and operator-of-deployment recognition before the welder is invoiced to a possession.
First-Shift Productivity on Possession Work
Possession economics collapse when first-shift crews arrive with paperwork unresolved. Identity ratification, BG-Bahnbau dual-membership, A1 social-security continuity, possession-shift premium classification and Sicherungsaufsicht scope must all be closed before the engineering work starts — not while it starts. Pre-screened crews running into a DB possession with these items closed deliver at design productivity from minute zero, not after the first shift's recovery.
BG-Stufen: Wage Groups Under BRTV-Bahnbau
The Bundesrahmentarifvertrag für das Baugewerbe in its Bahnbau application classifies rail-civil-works trades across six Lohngruppen (BG-1 through BG-6), each with a distinct hourly floor, allowance structure and qualification gate. Misclassification into the headline Mindestlohn floor surfaces at FKS inspection as per-worker back-pay events.
