Scope the Possession Programme

Rail and tunnel work is possession-windowed. Mobilisation must arrive ready-to-cut at minute zero of a Saturday-night blockade. Pre-screening that closes the documentation gap before deployment determines whether the possession-window holds.

Rail welding under EN 15085 splits across four certification levels CL1-CL4 — a CL3 welder is not authorised on CL1 passenger-carrying structure. Tunnel-safety electrical work demands DGUV 113-014 plus AGT respirator certification. Each network operator (DB Netz, SNCF Réseau, Network Rail) runs its own possession protocol and competency-verification standard. Cross-corridor deployment is a per-network preparation, not a single rail-deployment template.

Network safety authority (PTS, RFN, FwM, STS) is operator-specific and does not transfer between rail networks. ETCS L1/L2 competence is structurally scarce across the EU.

EN 15085 certification-level scope match

Welder qualification verified at the level the lot specifies — CL1 for primary passenger-carrying, CL2-CL4 for secondary structural and non-safety. Scope mismatches surface at the first weld in conventional staffing; documented at sourcing in the Bayswater corridor.

Possession-window readiness

Pre-screened workers with the correct EN 15085 scope, BG-Stufe classification and network safety authority arrive ready-to-cut at minute zero of the Saturday blockade. The first-shift productivity collapse on possession-window work is closed at the sourcing gate, not absorbed on site.

Tunnel-safety + ventilation competence

DGUV 113-014 tunnel-spec, AGT G 26.3 respirator, confined-space competence — the tunnel-electrical sub-trade has almost no Indian or Gulf labour-pool exposure. Sourcing through targeted European and bilateral DE corridors only.

ETCS L1/L2 / ERTMS specialist tier

ETCS deployment competence is structurally scarce across the EU. Bayswater maintains a documented specialist tier for ETCS L2 and STM-overlay deployments, particularly for the SuedLink ElbX-adjacent and 2. Stammstrecke München project corridors.
