NIS2 Directive 2022/2555 — Essential-Services Workforce Vetting

ITS infrastructure operators are scoped as essential entities under NIS2 (Annex I, transport sector). Workforce vetting becomes a regulatory obligation rather than a procurement preference — the operator must document personnel screening across the supply chain for both build and operate phases. Cross-border posted workers entering an NIS2-scoped site require documented vetting that survives an inspector audit. The 2024 national transposition deadlines have passed; enforcement is operative across DE / FR / NL / SE through 2026.

Tunnel-Safety Competence — DGUV 113-014, CATEC, ATG

Tunnel-safety electrical work runs through dedicated competence regimes: DGUV 113-014 + Atemschutzgerätetraining (ATG G 26.3) in DE, CATEC (Certificat d'Aptitude au Travail En Confinement) + NF C 18-510 BR/BC in FR, Atemschutz-Schein in AT, Confined-Space CITB + CCNSG in UK, CEI 11-27 + ATG in IT. Per-tunnel re-certification under operator-mediated training cells is the default. Workforce mobilisation verifies the tunnel-safety axis at deployment, not at the portal.

MSR / PLC Programmer + Functional-Safety Layer

MSR (Messen-Steuern-Regeln) and PLC programming for traffic-control infrastructure spans Siemens S7 / Schneider M580 / Allen-Bradley platforms with TÜV functional-safety overlay (IEC 61508 / EN 61131-3). Variable-message-sign (VMS) and incident-detection systems require integration with national traffic-management centres — Autoroutes Trafic, BAStat, Highways England traffic ops. The competence is per-platform, not per-site; sourcing strategy is by named platform vendor rather than by jurisdiction.

EV-Charging Build-Out + TEN-T Corridor Delivery
