Precision Electrical at MW Scale

Data-centre electrical is medium-voltage switchgear, parallel UPS strings, and busway distribution at 30 MW IT-load scale. NF C 18-510, VDE 0100, BS 7671 — applied simultaneously across cross-border crews. Workforce screening verifies the habilitation scope, Elektrofachkraft status and switching authority against the hyperscaler commissioning protocol before mobilisation.

Precision Cooling and CRAC / CRAH Commissioning

Chilled-water loop, in-row coolers, rear-door heat exchangers, immersion-cooling pilot rows — the cooling stack diverges by hyperscaler. Pipefitters arrive scope-matched to EN 13480 stainless and copper-press systems. Controls technicians arrive with Honeywell, Siemens Desigo or Schneider EcoStruxure platform exposure documented per worker, not assumed from the CV.

Steel Execution at EXC3 / EXC4

Hyperscale data halls demand EN 1090 EXC3 with selected EXC4 connections — bracing nodes, lift-frame attachments, raised-floor edge restraints. EXC2 fabricators working on EXC3 work is the most common single source of structural commissioning rejection. Screening verifies execution-class scope against the lot specification, not against the generic EN 1090 certificate.

Fire Protection and Inert-Gas Suppression

VESDA early-warning, Novec 1230 or IG-100 / IG-541 inert-gas suppression, hypoxic-air systems on selected hyperscalers. The installer competency mapping is jurisdiction-specific — German VdS-Anerkennung, French APSAD certification, Dutch NEN 2535 / 2575. Screening maps the suppression-system installer authority against the destination authority requirement.

Commissioning Through Levels 1-5

Data-centre commissioning runs through CxA Level 1 (factory acceptance) to Level 5 (integrated systems test). Workforce calibrated to the hyperscaler's commissioning script — Microsoft, Google, AWS, Meta and Equinix run distinct protocols. Pre-screened crews understand the protocol before arrival; deployment Gantt matches the commissioning Gantt without slippage.

European Delivery Clusters

Frankfurt FRA remains Europe's largest hyperscale market, with multi-gigawatt aggregate capacity and the densest MEP-trade demand on the continent. Berlin / Brandenburg is the emerging hyperscaler-driven cluster, with greenfield Generalunternehmer scopes opening on a 24–36 month horizon. Dorfen and Munich-East are the sovereign-cloud tier, with Bavarian state participation and German-only documentation discipline. Amsterdam-Schiphol operates under the NL-NS connection moratorium, where retrofits and uprates dominate over new-build. Each market has distinct timing, distinct hyperscaler tenant mix and a distinct MEP-trade demand profile. Pre-audit pricing reflects the differentiation; a Frankfurt mobilisation is not a Schiphol mobilisation.

Hyperscaler-Specific Commissioning Patterns

Microsoft (Azure) runs aggressive Cx Levels 1–5 with GMP-style change control and Tier-IV uptime documentation pre-acceptance. Google (GCP) applies an internal Cx framework aligned to OCP rack standards, with integration-testing emphasis. AWS runs modular pod-based commissioning with dense ramp-up cycles where sub-contractor management throughput is the binding constraint. Meta aligns to Open Rack v3 with low-PUE focus and owner-driven Cx integration. Equinix, Vantage, NextDC and Compass operate multi-tenant retail Cx with a tenant fit-out overlay. The protocols are not interchangeable. Crew familiarity with the specific hyperscaler script is verified pre-mobilisation, not discovered on Level 3.

Cooling Stack Evolution and Trade Mix

Three operative tiers. Chilled-water plus raised-floor air remains the legacy stack — 30 MW facility scale, conventional mechanical trades, low-PUE not achievable. Liquid cooling — rear-door heat exchangers and direct-to-chip loops — operates at 100 MW facility scale with PUE 1.15–1.25 and requires a distinct trade mix: refrigeration technicians, controls specialists and fluid-handling crews. Immersion cooling, AI-rack driven, is the 2026–2027 emerging tier — niche but growing, with fluid-handling specialists for Novec / 3M variants or mineral-oil baths and low-voltage AC-DC conversion teams. Trade mix is pre-mapped to MW class and cooling tier before mobilisation. A liquid-cooled 100 MW scope is staffed differently from a chilled-water 30 MW scope. Pre-audit cycles run 12 weeks per facility scope; deployment phase shows zero scope-creep cycles when the mapping is correct.
