The 2025-2030 EU defence-investment surge is structurally large: ReArm Europe €800B envelope + German Sondervermögen Bundeswehr €100B (now extended to €1T cumulative through 2030) + UK Defence Estate Optimisation Programme + French Loi de Programmation Militaire 2024-2030 (€413B) + Polish €100B modernisation + Nordic NATO Article 5 base hardening. The construction-execution component of this — barracks, naval yards, classified-facility build-out, BImA estate refurbishment, APIJ judicial-defence facilities — runs through public-procurement frameworks subject to standard EU posting + national CBA, plus the security-clearance overlay.

Personnel-Security Clearance — NATO AC/35-D/2002 Baseline

NATO AC/35-D/2002 personnel-security policy harmonises clearance tiers across member states: NATO RESTRICTED (NR), NATO CONFIDENTIAL (NC), NATO SECRET (NS). National regimes map to NATO tiers: UK Counter-Terrorist Check (CTC) / Security Check (SC) / Developed Vetting (DV); German Ü1 / Ü2 / Ü3 under Sicherheitsüberprüfungsgesetz (SÜG); French Confidentiel-Défense / Secret-Défense per Code de la défense + IGI 1300; Italian Nulla Osta Sicurezza (NOS); Polish ABW clearance. UK List X + German SÜG-Verschlusssache-Anweisung — Site-Access Architecture

The UK List X regime (Defence Industrial Security Standards) governs access to classified sites and document handling for UK defence-industrial contractors. German Verschlusssache-Anweisung (VSA) + SÜG governs equivalent regime; FR Instruction générale interministérielle 1300 (IGI 1300) defines French classified-site access. Workforce on a classified-facility build requires: (i) cleared individuals at appropriate tier, (ii) document-handling certification (DHC) where applicable, (iii) cleared sub-contractor sponsorship — primes act as the sponsoring authority. Sub-tier cleared-worker availability is the structurally scarcest workforce input.

UK SC clearance runs 6-12 months; DV runs 12-18 months with sponsor underwrite. German Ü1 SÜG runs 4-8 months at BfV-mediated tier; Ü2/Ü3 runs 8-14 months. French Confidentiel-Défense via SGDSN runs 4-9 months; Secret-Défense runs 9-18 months. The lead-time is placed into the project Gantt at sourcing — not absorbed as a critical-path slip three months before mobilisation. Pre-mobilisation cleared-pool maintenance (vetted-in-advance availability against named cleared-facility programmes) is the operational instrument; speculative clearance is the wrong model for sub-tier capacity.
