Eurocode 5 + EN 14080 + EN 16351 — Per-Element Execution Baseline

Eurocode 5 (EN 1995-1-1 + EN 1995-1-2 fire + EN 1995-2 bridges) governs timber-structures design and execution. EN 14080 (Glued laminated timber and glued solid timber) and EN 16351 (Cross-laminated timber — CLT) anchor the product-side certification chain. EN 14732 (Prefabricated wall, floor and roof elements) covers the prefab building-element scope. EN 14081 (Strength-graded structural timber) governs sawn-timber strength classes (C16/C18/C24/C30 etc.). Workforce qualification attaches to the named product standard + the per-element CE-marking chain — not at trade-card level.

EUTR 995/2010 + EUDR 2023/1115 — Deforestation-Free Supply Chain

The EU Timber Regulation 995/2010 (EUTR) prohibits placing illegally-harvested timber on the EU market — Verordnung 995/2010 establishes the due-diligence regime, FLEGT licensing for export-country timber. The EU Deforestation Regulation (EU) 2023/1115 (EUDR), effective 30 December 2024 for large operators (delayed to 30 December 2025 per amendment), extends scope beyond EUTR — geolocation traceability + deforestation-cut-off date 31 December 2020 + benchmarking. Workforce sourcing must integrate with the operator's EUDR due-diligence pipeline at mobilisation — timber that fails the EUDR check is unusable regardless of structural compliance.

Holzbau-Tarif + AVE-Bezug + Cross-Border Specialty Pool

The Holzbau-Tarif (DE — Tarifvertrag für das Zimmererhandwerk + Holz- und Bautenschutzgewerbe) is sectoral-CBA-equivalent for the timber-construction workforce; AVE-Bezug extends rates across all timber-Gewerk regardless of contracting party's home jurisdiction. Per-element CLT / glulam fabrication runs through plant-based pools (Stora Enso, Binderholz, KLH, Hasslacher, Mayr-Melnhof) with separate per-OEM certification. On-site erection workforce is Zimmerer-trained (DE meister-craft) or carpentier-charpentier (FR) — pool is small, specialised, primarily DE / AT / FR / CH / Nordic domiciled.
