REGULATORY SPINE

The cross-border facade & cladding regulatory stack — five binding layers

Curtain-wall, rainscreen and glazed-facade workforce passes through CWCT installer accreditation (or national equivalent) at the top before the EU posted-worker baseline applies.

EN 13830 + EN 12153:2023 Curtain walling product standard + reissued air-permeability test
EN 1090 EXC3 / EXC4 Façade anchor steel + sub-frame execution class
DIN 18516-1:2024-10 Hinterlüftete Außenwandbekleidung — current DE binding norm
CPR (EU) 2024/3110 Applies from 8 January 2026 — recast of 305/2011

EN 13830 + EN 12153:2023 — Curtain Walling Baseline

EN 13830:2015+A1:2020 (curtain walling product standard) sits at the centre of every façade Declaration of Performance across the EU. The 31 July 2023 reissue of EN 12153 (air-permeability test method) changed chamber-test acceptance — every DoP issued from late 2023 onward must reference the revised method. Workforce mobilised against a pre-2023 EN 12153 envelope is mobilised against a superseded test reference. EN 14019:2016 governs impact-resistance performance (soft-body / hard-body classes). EN 12152 carries the classification framework that pairs with 12153.

EN 1090 EXC3 / EXC4 Anchor Steel + Sub-Frame Execution

Façade anchor steel, helping-hands brackets, point-fixed mullion / transom systems on high-rise typically run EXC3; landmark architectural envelopes EXC4. EXC3+ requires full WPQR per EN ISO 15614-1, welder qualification per EN ISO 9606-1 matched per-process / per-position, appointed welding coordinator per EN ISO 14731, elevated NDT acceptance bands. EXC2 façade welders do not transfer to EXC3 mobilisation without re-qualification against the project WPS — the qualification is per-joint, per-system, not per-card.

DIN 18516 + NF DTU 33.1 + CWCT — Per-Jurisdiction Execution Codes

Three execution-side regimes layer on top of the EN 13830 product standard. DIN 18516-1:2024-10 (current October 2024 revision) governs DE rear-ventilated cladding (VHF — hinterlüftete Außenwandbekleidung) — anchoring, sub-frame, helping-hands, panel fixings. NF DTU 33.1 (Eurocode-aligned, indexed to EN 13830) carries FR curtain wall execution. CWCT Standard for Systemised Building Envelopes governs UK water-tightness, structural wind resistance to 3.6 kN/m², soft + hard body impact. Workforce mobilised against one regime does not certify into another — per-jurisdiction re-authorisation runs at the project WPS approval.

Façade-Prime Buyer Cohort

The EU façade-prime landscape: Permasteelisa Group (with subsidiaries Josef Gartner DE, Scheldebouw NL — January 2025 acquired Benson Industries widening high-spec bandwidth), Lindner Fassaden (Arnstorf DE + Arlesheim CH, 400+ production workers), Implenia Fassadentechnik (Berlin / Hamburg / Ludwigshafen / Göttingen), S+T Fassadentechnik, Schüco International (Bielefeld systems-house), Roschmann Group (Gersthofen — steel/glass landmark), SPIE Deutschland (Bilfinger Fassadentechnik legacy), Reynaers Aluminium (Duffel BE — 30-country presence), Hydro Building Systems running Wicona / Sapa / Technal / Hueck (post-2024 consolidation). Each runs distinct sub-contracting architecture — systems-house, unitised-fabricator, site-erection.

Post-Grenfell Test-Data Discipline + CPR 2024/3110 Transition

The 2017 Grenfell fire (UK) plus the Hackitt Review and Building Safety Act 2022 reset façade test-data culture across the EU even where HRB scope does not bind. Test-data traceability, fire-classification chain-of-custody, DoP audit-readiness are now buyer prerequisites on commercial / institutional builds. The CPR recast — Regulation (EU) 2024/3110 — applies from 8 January 2026, repealing 305/2011: Digital Product Passport, mandatory climate / environment performance indicators, expanded CE marking, phased through 2032. The first harmonised technical specifications working plan is due same date. Workforce mobilisation that cannot evidence the post-Grenfell document-discipline is mobilisation that gets rejected at the site-gate audit.

Façade & Cladding vs Hochbau Workforce Regime

The façade & cladding regime layers EN 1090 EXC3+ structural anchor steel + EN 13830 product-standard envelope + per-jurisdiction execution codes (DIN 18516 / NF DTU 33.1 / CWCT) + post-Grenfell test-data culture on top of the building-shell workforce baseline. Hochbau screening does not transfer.
