NeuConnect (UK ↔ DE, 1.4 GW, ±525 kV VSC, 725 km — all 14 Siemens Energy converter transformers delivered; converter stations topped out at Grain UK + Wilhelmshaven DE 2026-05, energisation 2028); Celtic Interconnector (IE ↔ FR, 700 MW, Knockraha ↔ La Martyre, 575 km — first 84 km offshore HVDC laid 2025-08, energisation 2026-06, full commission 2028); TenneT BalWin / LanWin / NordOstLink (DE 525 kV 2 GW offshore cohort — Unterweser + Rastede landfalls, individual links 2031, NordOstLink 2032); LionLink Multi-Purpose Interconnector (UK ↔ NL, 2 GW — DCO application Q4 2026, completion 2032). VSC IGBT Architecture + 3-OEM Commissioning Cohort
EU new-build is uniformly Voltage Source Converter at ±525 kV / 2 GW — independent active/reactive power control, black-start capability, multi-terminal DC grid support. LCC (Line Commutated Converter, thyristor-based) remains the China mainland-corridor architecture but has no new EU pipeline. The three OEMs absorb 60-65% of 2025 order intake: Siemens Energy (NeuConnect, Bornholm Energy Island, East Anglia THREE), Hitachi Energy (Dogger Bank, North Sea links), GE Vernova (Ostwind 4 €1.4B award ending 4-year offshore HVDC hiatus). Each commissions through its own protocol — IGBT valve-stack assembly, converter-transformer integration, valve-hall HMI, smoothing reactor + DC switchyard. Cross-OEM transfer is non-automatic.
EN IEC 61936-1 + EN 50341 + EN 50522 Baseline Stack
Converter-station civil + electrical works anchor to EN IEC 61936-1:2021/A11:2025 (power installations exceeding 1 kV AC + 1.5 kV DC) with earthing + touch-voltage per EN 50522, and grid-connection overhead-line per EN 50341. HVDC system-level requirements layer via CENELEC TC 8X + IEC TC 115 (HVDC >100 kV). EU grid-code compliance via Commission Regulation (EU) 2016/1447 — HVDC Network Code — establishes connection requirements for HVDC systems + DC-connected power-park modules. ACER Recommendation 01/2024 carries amendments in motion. Per-link compliance verified at TSO connection-authorisation cell, not at site induction.
Bus-Bar Welder Pool — EN ISO 9606-2 (Al) + 9606-3 (Cu)
Converter-station bus-bar + busduct work draws EN ISO 9606-2 (aluminium + alloys) + EN ISO 9606-3 (copper + alloys) qualification — NOT the EN ISO 9606-1 steel-only welder pool used for semi-fab UPW orbital-weld. Per-process, per-position, per-thickness, per-filler-material scope. WPQR per the manufacturer's WPS. The non-ferrous HV welder pool is small across EU and concentrates in DE / IT / NL / SE; cross-corridor mobilisation 9-15 months pre-commissioning is the operational instrument. Sub-tier specialist capacity is the structural constraint through 2030.
Per-Jurisdiction HV Authorisation + TSO Connection Architecture
Site-electrical workforce attaches to per-jurisdiction HV authorisation: NF C 18-510 H1V / H2V (FR, 3-year validity), DIN VDE 0105-100 + BG-Bau Schaltberechtigung (DE), BS 7671 § 720 + competent-person regime (UK), NEN 3140 (NL). Layered on per-OEM commissioning credentials (Siemens / Hitachi / GE valve-hall qualification), per-TSO connection-authorisation cell (National Grid, TenneT, 50Hertz, EirGrid, RTE, Energinet), and Posted Workers Directive 96/71/EC + 2018/957 for cross-border crews. Commissioning windows are locked 12-24 months ahead of energisation — workforce delays don't slide the TSO date.
