Finanzkontrolle Schwarzarbeit becomes a 'kleine Staatsanwaltschaft' with independent §266a StGB investigation authority, mandatory live access to payroll IT, biometric on-site identity capture and automated cross-matching across A1, DRV, Meldeportal-Mindestlohn and Landesfinanzbehörden.
