SEK 33,390/month wage floor (90% of Swedish median) under Utlänningslagen (2005:716). Mandatory health insurance. Migrationsverket gains expanded employer-disqualification powers (labour-exploitation, trafficking or tax-crime suspicion) and sectoral-exclusion authority over construction, cleaning, transport, staffing and care. Arbetstillstånd-chain sanktionsavgift on the principal: SEK 118,400/worker (1–3 months) or SEK 236,800/worker (>3 months). Operates alongside the standing Lag 2018:1472 wage-kedjeansvar regime (in force since 1 January 2019).
Elsäkerhetsverket auktorisation pre-clearance
A, AL or B authorisation pathway opened against the utländska-meriter regime before mobilisation. Non-EES practical experience non-creditable; realistic 4-to-6-month timeline built into the project plan, not absorbed as an exception.
Installationsavtalet + Byggavtalet pay-floor
Wage configuration verified against the trade-specific collective agreement — Installationsavtalet for electrical scope, Byggavtalet for general construction, VVS-avtalet where relevant. SEF / Byggnads audit cycle survived on documented floor compliance, not back-pay reconstruction.
Utstationeringslagen + Arbetsmiljöverket filing
Posted-worker notification lodged on the AV online register before posted work begins. Equal-treatment compliance on housing and travel allowances. Pre-empts the joint Skatteverket / AV / Polismyndigheten arbetslivskriminalitet task-force pathway.
ID06 + personalliggare onboarding
Post-28-January-2026 ID06 card issuance with passport / EU-residence-permit scan. Electronic personalliggare enrolment at the SEK 236,800 project-cost trigger. BAS-U / BAS-P interface documented. Site-access refusal closed before it can disrupt the build.
Skatteverket A-skatt / F-skatt sub-tier governance
Every sub-tier F-skatt-registered or A-skatt-withheld at 30%. Foreign sub-tiers without Swedish A-skatt decision trigger automatic prime-side withholding — managed at onboarding, not at audit.
