TGA-Generalunternehmer Prime Cohort — Distinct from Hochbau
The buyer cohort is the building-services prime layer — separate from the architectural-Hochbau prime that contracts the building shell. Named primes: MB Gebäudetechnik (DE), Imtech Gebäudetechnik (now SPIE DE), Caverion Deutschland, Apleona HSG (now ENGIE Deutschland), MCE BTV (AT), Assemblin VS (SE), YIT Suomi rakennustekninen (FI), Sauter Building Control, Johnson Controls Building Solutions, Cofely / ENGIE Solutions Bâtiments, Spie Batignolles Énergie (FR), VINCI Facilities. Procurement posture is per-Gewerk (per-trade work package) within larger Hochbau lots, or per-portfolio for facilities-management framework agreements.
ZVSHK SHK-Tarif + AVE-Bezug — Wage-Compliance Surface
ZVSHK (Zentralverband Sanitär-Heizung-Klima) SHK-Tarif is the sectoral CBA for plumbing-heating-AC trades; the AVE-Bezug (Allgemeinverbindlich-Erklärung) extends the rate across all SHK-Gewerk workforce regardless of contracting party's home jurisdiction. The 2026 SHK-Mindestlohn-Stufe is locked through Bundesanzeiger; cross-border posted workers on DE building-services lots pay the AVE rate. ZVEH AVE-Elektrohandwerk runs in parallel for electrical-Gewerk; IG Metall ERA for metallbau-Gewerk. Each Gewerk pays its own AVE — collapsing them is the typical compliance failure.
VDI 6022 + VDI 6023 — Air + Water Hygiene Baseline
VDI 6022 (Raumlufttechnik — Hygiene-Anforderungen) governs hygiene-relevant air-handling: hygiene-trained TGA personnel must be Schulungsstufe A / B / C qualified per the specific component. VDI 6023 (Hygiene in Trinkwasser-Installationen) governs drinking-water-side hygiene; legionella-prevention training (Kategorie A / B) is per-VDI-6023-Schulungsstufe. EN 13779 (Lüftung von Nichtwohngebäuden) + EN 16798 (Energetische Bewertung von Gebäuden) overlay the European-baseline scope. Workforce qualification attaches per-installation per-Schulungsstufe — not at trade-card level.
Heat-Load + Heating-System Execution Standards
DIN EN 12831 (Heizungssysteme in Gebäuden — Verfahren zur Berechnung der Norm-Heizlast) governs heat-load calculation; DIN EN 12828 (Heizungssysteme in Gebäuden — Planung, Installation und Inbetriebnahme) governs heating-system installation and commissioning. VOB/C ATV DIN 18380 covers Heizungs- und Brauchwassererwärmungsanlagen; ATV DIN 18381 Gas-, Wasser- und Entwässerungsanlagen; ATV DIN 18382 Elektrische Kabel- und Leitungsanlagen; ATV DIN 18421 Dämmarbeiten an technischen Anlagen. Workforce qualifications attach to the named ATV norm + the relevant DIN EN execution standard.
Heat-Pump + Decarbonisation Build-Out — GEG + RED III Driver
The Gebäudeenergiegesetz (GEG, DE) + the EU Energy Performance of Buildings Directive recast (EPBD 2024/1275) + RED III (Directive (EU) 2023/2413) drive a multi-year heat-pump retrofit programme across the building stock. Workforce capacity is the binding constraint — heat-pump installers must hold per-manufacturer commissioning certification (Viessmann, Daikin, Bosch Junkers, Stiebel Eltron, Vaillant) layered on VDI 4645 (Planung von Heizungsanlagen mit Wärmepumpen) plus VDI 4640 (Erdgekoppelte Wärmepumpen, geothermal heat sources). Cross-border sourcing is structural — not optional — for DE / FR / NL retrofit pipelines through 2030.
HVAC / TGA Building Services vs Hochbau Workforce Regime
The building-services regime stacks ZVSHK SHK-Tarif + VDI hygiene + DIN EN execution + per-manufacturer commissioning on top of Bauhauptgewerbe baseline. Hochbau screening does not transfer to TGA.
