Rail-civil delivery operates inside dated, non-negotiable possession windows on live network infrastructure. A DB possession is a defined slot of network unavailability — typically eight to seventy-two hours, dated months in advance on a Bauplan calendar. The network authority's safety regime is the cost driver, and that regime is jurisdiction-bound and non-portable across borders.

The operational consequence is shift-grade, not project-grade. A pre-mobilised crew must arrive Day-0 with possessions cleared, Sicherungsaufsicht qualifications ratified, BG-Bahnbau onboarding recorded, EN 15085 welder approvals current and traceable to the notified body that issued them. First-shift productivity must be at full output — not at sixty percent while the Polier rectifies paperwork at the cabin. EN 15085 CL1-CL4 welder approvals operate on a two-to-three-year cycle requiring SLV (Schweißtechnische Lehr- und Versuchsanstalt) requalification — cross-jurisdiction recognition between notified bodies is not automatic. The failure mode is calendar-architectural, not contractual. The Bauplan is contractually committed before the crew is certified; the certification chain has to be pre-architected against the call-off cadence, not assembled when the slot arrives. The instrument is the per-worker, per-network, per-shift documentary trail — Sicherungsaufsicht qualification, EN 15085 scope validity, BG-Bahnbau onboarding, possession-shift Zulage discipline — pre-mobilised against the dated slot, not constructed at the gate.

When the calendar problem becomes acute.

    A DB InfraGO Rahmenvereinbarung call-off cadence is contracted and crew-mobilisation has not been calendar-locked.

    The Rahmenvereinbarung names the slots; the crew certification chain has to be locked to those dates, not to the order intake. If Sicherungsaufsicht ratification, BG-Bahnbau onboarding and EN 15085 scope evidence are not pre-sequenced against the call-off calendar, the first possession arrives at a crew that is not network-cleared.

    A bid lot spans more than one network authority and the per-jurisdiction safety certification has not been pre-architected.

    ÖBB Sicherungsaufsicht does not auto-translate into DB Sicherungsanweisungen, and neither converts to SBB BAV-Aufsicht or SNCF Réseau EPSF. A cross-border SuedLink-equivalent lot or a DB/ÖBB programme requires the certification surface to be designed per network before mobilisation, not negotiated per shift.

    EN 15085 CL1 or CL2 welder approvals are within six months of expiry and SLV requalification has not been scheduled.

    An EN 15085 approval expiry mid-possession voids the welder for that scope on that shift. SLV requalification cadence has to be pre-scheduled against the Bauplan, with reserve welder coverage where the CL1/CL2 density on the lot exceeds the local pool. After expiry, the slot is forfeit.

    A possession-window collapse in the prior quarter has triggered a Rahmenvereinbarung performance review.

    Once the network authority has opened a performance review on prior slot collapse, the documentary defence on the next possession has to be reconstructed in evidence terms — pre-shift Sicherungsaufsicht logs, BG-Bahnbau onboarding records, EN 15085 scope confirmations — not in operational assurances. Engagement after the review is opened is remediation; engagement before is architecture.

    A net-zero electrification programme lands on the pipeline with welder-density beyond the local pool.

    SuedLink converter-station scope, BESS-linked substations on the Bahnstromnetz and ETCS L2 rollouts demand EN 15085 CL1/CL2 welder volumes and DGUV 113-014 inducted civils that the regional Bahnbau pool cannot supply on the contracted calendar.
