UWWTD Recast — Directive (EU) 2024/3019 Triggers EU-Wide Build-Out

The 2024 recast of the Urban Wastewater Treatment Directive (entered force 1 January 2025) tightens the regime through 2045: secondary treatment for agglomerations ≥1,000 PE by 2035; tertiary treatment by 2039; quaternary (micropollutants, PFAS, pharmaceuticals) by 2045 for agglomerations ≥150,000 PE. Energy-neutrality requirement by 2045. The 27 member states translate against domestic infrastructure stocks of widely varying readiness — driving a 20-year EU-wide WWTP build-out programme estimated at €100B+ aggregate.

PFAS + Microplastics + Pharmaceuticals — Quaternary-Treatment Specialisation

The 2045 quaternary-treatment requirement triggers specialist build-out: granular activated carbon (GAC) contactor vessels, powdered activated carbon (PAC) dosing systems, ozonation + UV + membrane bioreactor (MBR) trains, reverse-osmosis (RO) brine treatment. Each process draws a different cert / workforce profile — GAC vessels are pressure equipment (PED 2014/68/EU Cat. II-IV stainless), ozonation requires ATEX-rated electrical fit-out, RO membrane handling requires manufacturer-specific commissioning training. The 2026-2030 EU programme will surface specialist sub-tier capacity constraints first; long-cycle sourcing (12-24 months ahead) is the operational instrument.
