Germany’s HVDC corridor programme — SuedLink, SuedOstLink, A-Nord — and the cross-border interconnectors NeuConnect (DE-UK) and NordLink (DE-NO) all run on Voltage-Sourced Converter (VSC) topology at 525 kV DC. The IEC valve-qualification stack is non-interchangeable with the older LCC programme corridors.
01. Pre-pricing — BG-ETEM + Schaltberechtigung at the receiving station
The HVDC converter-station workforce is principally electrical, so BG-ETEM carries employer-liability. AVE-Elektrohandwerk (ZVEH) anchors the wage floor for the energised-work portion (€14.93/h baseline); the high-voltage authorisation gate is DE Elektrofachkraft (DIN VDE 1000-10) + Schaltberechtigung issued by the receiving TSO. EFK without TSO-issued Schaltberechtigung does not get cleared to switch.
Civil scope on the converter-hall shell — foundations, EXC3 steel, transformer plinths — sits under SOKA-BAU 20.2% with Mindestlohn-Bau LG3 €23.97/h from 1 April 2026 carrying the floor. Tarif-Bezug per Niederlassung is verified at mobilisation.
02. Meldeportal-Mindestlohn + A1 + TSO Schaltberechtigung file
Every posted worker arrives with the A1 + German-language contract + Meldeportal-Mindestlohn filing. The HVDC layer adds the TSO-specific Schaltberechtigung file: TenneT, Amprion, TransnetBW and 50Hertz each maintain their own Schaltberechtigung-Procedure documents, and the receiving TSO verifies the EFK qualification against its station-specific switching-protocol training. The Procedure is not transferable between TSOs without re-issue.
Per-worker fine ceiling under §23 AEntG reaches €30,000. The Schaltberechtigung is the operational gate: a worker without the receiving-TSO authorisation does not cross the substation boundary.
03. SOKA-BAU + BG-ETEM dual onboarding
The converter-hall civil works enrol the construction-trade portion through SOKA-BAU: 14.25% Urlaubskasse West reimbursement, 1.9% Berufsbildung, 3.2% Zusatzversorgung — the 20.2% West rate. BG-ETEM registration runs in parallel for the energised-work portion; the Baustellenausweis carries the determining classification per individual.
A TGA-style worker covering both energised-cabinet work and controls integration carries dual classification administratively. For HVDC converter scope, the VSC valve-room is BG-ETEM-classified throughout.
04. SchwarzArbMoDiG-defensible evidence pack
The Finanzkontrolle Schwarzarbeit’s HVDC-corridor inspection profile includes biometric on-site identity capture, live payroll-IT access, and automated cross-matching against the TSO’s Schaltberechtigung register. The minimum survivable pack: SEPA-traceable remuneration on a German bank account, ArbZG timesheets archived continuously, retrievable German-language contract, EFK qualification trail (DIN VDE 1000-10 + Schaltberechtigung), and per-worker IEC 62501 / IEC 61936 competency documentation aligned to the receiving station’s QMS.
The §14 AEntG cascade reaches the Tier-1 Generalunternehmer on no-fault terms; the pre-mobilised pack discharges that exposure at source.
05. India and Gulf sourcing corridors — the EFK-trade pathway
The Indian electrical-trade pool delivers IIW-certified high-voltage fitters and BHEL-trained substation commissioners. The Gulf corridor reaches ADNOC, SABIC and Saudi Electricity-served high-voltage contractor pools. Both routes activate against bilateral social-security agreements.
Anerkennung in Deutschland for the EFK qualification is scoped per worker before mobilisation; the receiving-TSO Schaltberechtigung is scheduled into the deployment Gantt as a 2-4 week post-arrival training-and-test window. The 8 to 14-week corridor lead-time delivers the EFK-qualified pool against TenneT, Amprion, TransnetBW or 50Hertz protocol before site clearance.
