RTE is the statutory monopoly on the French transmission grid under Code de l’énergie L321-7. The headline FR-side HVDC interconnectors are IFA-2, INELFE (Baixas + Bay of Biscay), Savoie-Piémont, and Celtic Interconnector — most are VSC at ±320 kV.

01. Pre-pricing — Convention Métallurgie + RTE contractor framework

Converter-station workforce is principally electrical, so Convention Collective de la Métallurgie carries the wage floor on energised work. RTE contractor-framework registration is the operational authorisation gate. Civil shell sits under PC 124 BTP N1P1 €1,843 monthly floor. CIBTP Congés 20.70% national.

02. SIPSI + A1 + NF C 18-510/A2 habilitation HTB

A1 + French-language contract + SIPSI déclaration predate site arrival. The high-voltage authorisation is NF C 18-510/A2 (June 2023 amendment) at H1V / H2V / HC depending on scope — examined by an AFNOR-accredited organisme certificateur on behalf of the receiving employer.

The DUP (Déclaration d’Utilité Publique) frames the project’s permitting envelope and adjacent property-access rights.

03. CIBTP + Constructys + HTB onboarding

Civil-trade portion at CIBTP 20.70%. Process-trade at Convention Métallurgie. Constructys legal training contribution 1% in 2026.

04. URSSAF + DREETS-defensible evidence pack

Standard FR profile + RTE Schaltberechtigung-equivalent register reconciliation. Minimum pack: SEPA-traceable remuneration, SIPSI, Carte BTP, A1, NF C 18-510/A2 habilitation HTB record, RTE contractor-framework registration.
