Lhyfe Bouin, Air Liquide Normand'Hy (200 MW PEM, Port-Jérôme) — France 2030 hydrogen corridor.

Cross-border H₂ electrolyser workforce mobilisation against Lhyfe Bouin (first wind-fed industrial green-H₂ since Q4 2021), Air Liquide Normand'Hy (200 MW PEM Siemens, Port-Jérôme, 28,000 t H₂/y, ops 2026), and the John-Cockerill-acquired McPhy Belfort gigafactory site (acquired via judicial-liquidation route 8 July 2025) — ATEX 2014/34/EU (Décret 2015-799), Arrêté 22 octobre 2018 ICPE rubrique 4715.

Named projects in this jurisdiction

  • Lhyfe Bouin (Vendée, alkaline electrolysis, ~300 kg H₂/day, since Q4 2021) Lhyfe
  • Air Liquide Normand'Hy Port-Jérôme (200 MW PEM Siemens, 28,000 t H₂/y, €400 m+ project, IPCEI Hy2Use €190 m grant) Air Liquide 2026
  • John Cockerill Hydrogen Belfort gigafactory (acquired from McPhy via judicial-liquidation route 8 July 2025, 51 staff transferred) John Cockerill Hydrogen

France’s hydrogen programme runs against Décret 2021-1273 (stratégie nationale hydrogène, France 2030 €9 bn). Lhyfe Bouin was the first industrial wind-fed green-H₂ plant in the world (Q4 2021); Air Liquide Normand’Hy at Port-Jérôme is the headline 200 MW PEM project (Siemens Energy, IPCEI Hy2Use grant); John Cockerill Hydrogen acquired the McPhy Belfort gigafactory site through the judicial liquidation route in July 2025.

01. Pre-pricing — PC 124 BTP + Convention Métallurgie split

Process workforce sits under Convention Collective de la Métallurgie. Civil shell — process building, switchyards, foundations — sits under PC 124 BTP with N1P1 €1,843 monthly floor (2026 grid). CIBTP Congés 20.70% national.

02. SIPSI + A1 + ATEX (ISM-ATEX FR) competency

A1 + French-language contract + SIPSI déclaration predate site arrival. The ATEX layer requires the ISM-ATEX FR competency record per worker plus the DUERP-Ex review per Zone-0 / 1 / 2 workstation. CARSAT regional + DREETS hold the inspection mandate.

03. CIBTP + Constructys + ATEX onboarding

Civil-trade portion at CIBTP 20.70% national. Process portion at Convention Métallurgie. Constructys legal training contribution 1% in 2026.

04. URSSAF + DREETS-defensible evidence pack

Décret 2025-1338 in force from 1 January 2026. Minimum pack: SEPA-traceable remuneration, SIPSI, Carte BTP, A1, ISM-ATEX FR competency record, DUERP-Ex sign-off per zone.

05. India and Gulf sourcing corridors — the FR H₂ pathway

Indian process-trade pool delivers IIW-certified pressure-part welders + BHEL-trained controls integrators with H₂ scope. Gulf corridor reaches ADNOC / QatarGas with H₂ scope.

The 8 to 14-week corridor lead-time delivers the Group-IIC-competent pool against Lhyfe Bouin, Normand’Hy Port-Jérôme or Belfort.
