02. MeldNL + A1 + ATEX competency
A1 + Dutch-language contract or equivalent + MeldNL filing predate site arrival. The ATEX layer requires the operator-issued competency aanwijzing per worker — Arbobesluit Hoofdstuk 3 art. 3.5c — plus the project’s explosieveiligheidsdocument (EVD, valid 5 years).
03. BPF Bouw + process-trade onboarding
Civil-trade portion at BPF Bouw 25.73% from 1 January 2026. Process-trade workforce enrols against CAO Metalektro; the site-access register carries the determining classification.
04. NLA-defensible evidence pack
NLA inspection profile is standard for WagwEU + Wtta-phasing combined with the ATEX competency overlay. Minimum survivable pack: SEPA-traceable remuneration, CAO-compliant timesheets, MeldNL submission record, Aanwijzing-Ex documentation, EVD per zone, BPF Bouw / CAO Metalektro membership trail.
05. India and Gulf sourcing corridors — the H₂-process pathway
Indian process-trade pool delivers IIW-certified pressure-part welders plus BHEL-trained controls integrators with H₂ scope. Gulf corridor reaches ADNOC / QatarGas-served NORSOK contractor pools with H₂ scope. Anerkenning van Beroepskwalificaties recognition + Aanwijzing-Ex training scheduled into post-arrival window.
The 8 to 14-week corridor lead-time delivers the Group-IIC-competent pool against NortH2, Holland Hydrogen 1, HyNetherlands or RWE Eemshydrogen.
