01. Pre-pricing — BG RCI / BG-ETEM + SOKA-BAU per scope
Electrolyser-stack process work (PEM/alkaline cells, gas handling, storage spheres) sits under BG RCI; the wage floor is IG Metall ERA-equivalent at the receiving Niederlassung. Electrical and BMS sit under BG-ETEM with AVE-Elektrohandwerk (€14.93/h). Civil shell — process building, switchyards, foundations — sits under SOKA-BAU 20.2% with Mindestlohn-Bau LG3 €23.97/h from 1 April 2026.
Tarif-Bezug per Niederlassung is verified at mobilisation.
02. Meldeportal-Mindestlohn + A1 + ATEX competency
A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. ATEX adds the Befähigte Person Explosionsschutz (TRBS 2152 competency) per worker, plus the Gefährdungsbeurteilung-Ex documentation for every Group-IIC zone touch. Per-worker fine ceiling under §23 AEntG reaches €30,000.
03. SOKA-BAU + BG RCI onboarding
Civil-trade portion at 20.2% West rate. BG RCI registers the process workforce before site presence; the Baustellenausweis carries the determining classification.
04. SchwarzArbMoDiG-defensible evidence pack
Biometric on-site identity capture + live payroll-IT + cross-matching since 1 January 2026. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, Befähigte-Person-Ex documentation, Gefährdungsbeurteilung-Ex sign-off, TRBS 2152 competency record, BG RCI / BG-ETEM membership, and Anerkennung-recognition trail.
05. India and Gulf sourcing corridors — the ATEX-process pathway
Indian process-trade pool delivers IIW-certified pressure-part welders + BHEL-trained controls integrators + L&T-trained ATEX-rated PEM-cell technicians. Gulf corridor reaches ADNOC/QatarGas-served NORSOK contractor pools with H₂ scope. Anerkennung in Deutschland recognition + Befähigte-Person-Ex training scheduled into post-arrival window.
The 8 to 14-week corridor delivers the Group-IIC-competent pool against Lingen, Hamburg, Salzgitter, Wesseling or Duisburg before first stack-room entry.
