The Dutch hyperscale cluster spans three regions — Amsterdam-Southeast (Equinix AM-series, AMS-IX peering), Middenmeer / Hollands Kroon (Microsoft), and Eemshaven / Winschoten (Google). The Meta Zeewolde campus was permanently struck down by the Council of State in September 2023 and is no longer a live project; the live cluster is therefore three-pole.
01. Pre-pricing — CAO Bouw & Infra against Tarif-Bezug per Niederlassung
NL hyperscale-DC mobilisation prices each posted worker against CAO Bouw & Infra 2025-2027 (4% step from 1 January 2026) on the civil-shell portion and CAO Metalektro on the M&E commissioning portion. Energised-cabinet electricians sit under NEN 3140 VP/WV competency framework with the BRL 100 / BRL 200 F-gas certification overlay where chilled-water and DX cooling scopes converge. BPF Bouw pension premium 25.73% of pensionable basis applies on the construction-trade share (1 January 2026 onwards).
The Tarif-Bezug is verified per Niederlassung at mobilisation, not reconstructed at NLA inspection.
02. MeldNL + A1 + Wtta phasing window
Every posted worker arrives with a Portable Document A1 and a MeldNL notification submitted before site arrival per WagwEU Art. 8. The Wtta (Wet toelating terbeschikkingstelling van arbeidskrachten) layer phases in: NAU-registration window opens 1 November 2026, closes 31 December 2026; the agency-permit application window runs 1 May to 30 June 2027 (final cut-off 1 July 2027); Arbeidsinspectie enforcement begins 1 January 2028. Crews mobilising before that date operate under the WagwEU + MeldNL baseline.
NLA inspections cross-reference MeldNL against the A1 portal and the receiving operator’s site-access register. A worker without a current MeldNL entry does not pass the gate.
03. BPF Bouw + Constructiv-equivalent + STEK / F-gas onboarding
The Dutch counterpart to SOKA-BAU is BPF Bouw (sectoral pension) at 25.73% of pensionable basis from 1 January 2026 under the new NL pension regime. The construction-trade portion of the workforce enrols before site presence. Refrigeration and F-gas crews enrol the new BRL 200 personal certification (live 5 December 2025); existing F-gas + ACB certificates remain valid until 11 March 2029.
For BG-ETEM-equivalent classification, the NEN 3140 written aanwijzing (formal appointment as VP / WV / IV) is the operational gate — without it, the worker counts as leek and cannot work on energised installations.
04. NLA-defensible evidence pack
The Nederlandse Arbeidsinspectie (NLA) inspection profile for hyperscale-DC sites includes site-presence verification against MeldNL, A1 cross-matching with the home-state social-security authority, and contractor-chain payroll audits. Sanctions reach €10,500 per worker for first-instance failures under WagwEU Art. 13 schedule, escalating on repeat.
Minimum survivable pack: SEPA-traceable remuneration to a Dutch bank account, CAO-compliant timesheets, retrievable Dutch-language contract or equivalent, BPF Bouw membership confirmation, NEN 3140 written aanwijzing per energised-work individual, BRL 100/200 certificate trail per F-gas individual, and the Arbobesluit-Hoofdstuk-3 ATEX explosieveiligheidsdocument (EVD) where battery/fuel-cell zones apply.
05. India and Gulf sourcing corridors — the NL hyperscale pathway
The Indian and Gulf corridors deliver pre-cleared cooling, controls, and energised-cabinet trades against the Dutch sites. The NL recognition pathway runs through Erkenning van Beroepskwalificaties (EU 2005/36/EC transposition); the NEN 3140 aanwijzing is issued by the receiving operator’s installatieverantwoordelijke (IV) after site-specific induction.
The 8 to 14-week corridor lead-time delivers the Dutch-eligible candidate against Equinix AM11, Microsoft Middenmeer, Google Eemshaven or the AMS-IX colocations before the first commissioning gate.
