Frankfurt's hyperscale cluster runs on BG-ETEM, not BG-Bau.

The Frankfurt FRA1-15 cluster is the densest hyperscale environment in Europe. The five hyperscalers operating across the Main metropolitan region each impose distinct commissioning frameworks; the German regulatory floor underneath them is identical, narrow, and unforgiving.

01. Pre-pricing — TV Mindestlohn Bau LG2/LG3 and AVE Elektrohandwerk

Hyperscale-DC mobilisation prices each posted worker simultaneously against TV Mindestlohn-Bau and the receiving Tarif. From 1 April 2026, Mindestlohn-Bau LG3 lands at €23.97 per hour for the skilled construction-trade workforce; LG2 steps with it and converges with East-West parity at the same date. Crews in the AVE-Elektrohandwerk perimeter — the ZVEH electrical-trade tariff binding on energised work — anchor against €14.93 per hour and the Anlage-A scope discipline. Where TGA scope predominates, ZVSHK SHK-Tarif and IG Metall ERA layer in by Niederlassung.

This is a Lohngruppen verification problem at mobilisation, not a reconstruction problem at FKS audit. The Tarif-Bezug per Niederlassung is verified before site access, on the Baustellenausweis. Crews priced against the wrong Lohngruppe do not get cleared at the gate.

02. Meldeportal-Mindestlohn + A1 + ZAV — the filing stack

Every posted worker arrives with a Portable Document A1 issued by the home-state social-security authority and a German-language employer-of-record contract suitable for §17 ArbZG inspection. The Meldeportal-Mindestlohn digital filing predates site arrival; the per-worker fine ceiling under §23 AEntG reaches €30,000 for unfiled or misfiled records. ZAV-Genehmigung clears the labour-market authorisation where the worker’s home-state regime requires it.

The receiving Niederlassung also confirms BG-ETEM membership — and not BG-Bau — at this filing stage. Hyperscale DC work is electrical-sector employer-liability scope by classification; the contribution path runs through Köln, not Frankfurt-am-Main.

03. SOKA-BAU + BG-ETEM onboarding — split between the two

Where the workforce mix straddles structural civil work (precast concrete, EXC3/EXC4 steel) and post-shell electrical commissioning, SOKA-BAU onboarding handles the construction-trade portion: 14.25 percent Urlaubskasse reimbursement on the West rate, 1.9 percent Berufsbildung, 3.2 percent Zusatzversorgung — a 20.2 percent total contribution rate on every covered worker, withheld by the prime under Generalunternehmerhaftung.

The post-shell electrical, controls, and precision-cooling crews pivot to BG-ETEM. Dual-membership for TGA generalists is administratively normal; the Baustellenausweis carries the determining classification per individual. The fire-protection sub-stack — VdS-Anerkennung, VESDA aspirating detection, Novec 1230 / IG-100 / IG-541 suppression — sits under BG-ETEM where the contractor is electrical-trade-classified and under BG-Bau where it is construction-trade-classified.

04. SchwarzArbMoDiG-defensible evidence pack

The Finanzkontrolle Schwarzarbeit gained independent §266a StGB investigative authority on 1 January 2026 under SchwarzArbMoDiG. The 2026 inspection profile is biometric on-site identity capture, mandatory live access to payroll IT, and automated cross-matching across A1, DRV, Meldeportal-Mindestlohn and the Landesfinanzbehörden. The evidence pack that survives this profile is documentary, not declaratory.

The minimum survivable pack: SEPA-traceable remuneration on a German bank account, ArbZG-compliant timesheets archived continuously, a German-language contract retrievable on demand, accommodation proof, and the Anerkennung-in-Deutschland qualification recognition trail. The pack is pre-mobilised — assembled before site presence rather than after FKS-Aufforderung. The §14 AEntG cascade reaches the Tier-1 Generalunternehmer on no-fault terms; the pack discharges that exposure at the source.

05. India and Gulf sourcing corridors — the BG-ETEM-trade pathway

The Frankfurt cluster’s pipeline reaches into pre-cleared India and Gulf sourcing corridors for the BG-ETEM-classified trades — DIN VDE 1000-10 Elektrofachkraft with cooling and controls overlays. The corridor activation is bilateral-social-security-anchored (India-Germany social-security agreement; Gulf-DE arrangements per Doppelbesteuerungsabkommen), with Anerkennung in Deutschland recognition pathways scoped per worker before deployment.

The 8 to 14-week corridor lead-time is structural, not transactional. The corridor delivers the cert stack assembled against the receiving hyperscaler’s commissioning protocol — Microsoft Azure, Google Cloud, AWS EU-Central-1, Meta or Equinix — so the first commissioning gate does not discover the protocol-non-portability.
