Ireland’s hyperscale-DC cluster is concentrated in the Dublin region. AWS launched its EU-West-1 Dublin region in 2007; Microsoft, Google and Meta followed. The CRU decision CRU/21/124 (2021) restricts new Dublin-area data-centre grid connections, with EirGrid managing the constrained connection queue. Off-Dublin siting is the current grid-connection workaround.

01. Pre-pricing — SEO Construction SI 451/2023 + Convention Métallurgie-equivalent

SI 451/2023 (the 2023 Construction SEO, replacing the original 2019 SEO struck down in NLCE v Labour Court [2021] IESC 36) sets the construction-trade wage floor at Construction Operative €18.27/hour and Craft Worker €20.86/hour. Pension and sick-pay contributions stack above. Where the work is principally electrical / commissioning / controls, the receiving employer prices against ETCI / SEAI electrical certifications and SOLAS CSCS-IE plant-operator card categories.

02. SEO compliance + A1 + Safe Pass + CSCS-IE

Every posted worker arrives with a Portable Document A1 from the home-state social-security authority and the SI 451/2023 SEO-compliant wage rate at mobilisation. Safe Pass (SOLAS, mandatory under SI 291/2013) and CSCS-IE (SOLAS, plant-operator) are separate cards and coexist; a worker without Safe Pass cannot access an Irish construction site.

The BC(A)R 2014 (SI 9/2014) Assigned Certifier regime adds the per-project compliance layer for commencement notices, mandatory inspection plans, and BCMS upload.

03. eRCT + Revenue onboarding

Sub-contractor withholding runs through eRCT (Revenue electronic system since 1 January 2012). The three rates are 0% (compliant), 20% (standard), 35% (non-compliant or unregistered). Legacy C2 / C35 / C45 paper forms are no longer in use. Revenue assigns the rate based on compliance history at the principal-contractor declaration stage.

04. WRC + HSA-defensible evidence pack

WRC (Workplace Relations Commission) inspects the SEO compliance and per-worker wage compliance. HSA (Health and Safety Authority) oversees site-safety. The minimum survivable pack: bank-traceable remuneration through an Irish bank account, SI 451/2023-compliant timesheets, retrievable English-language contract, Safe Pass card, CSCS-IE card where plant operation applies, eRCT principal-declaration trail, BC(A)R 2014 Assigned Certifier sign-off where applicable.

05. India and Gulf sourcing corridors — the IE hyperscale pathway

The Indian and Gulf corridors deliver pre-cleared cooling, controls, and energised-cabinet trades. The IE recognition pathway runs through SOLAS Recognition of Prior Learning (RPL) + ETCI for electrical work. Safe Pass + CSCS-IE issuance is scheduled into the post-arrival 2-4 week window. The 8 to 14-week corridor lead-time delivers the SEO-compliant candidate against AWS Dublin, Microsoft Grange Castle, Google Profile Park, Meta Clonee, or Equinix DB-series.
