Germany ceased commercial nuclear-power generation on 15 April 2023 with the final shutdown of Neckarwestheim 2, Isar 2 and Emsland. The Stilllegung corridor — dismantling, decontamination, green-field hand-back — runs for the next 15-25 years across each site. Workforce demand is sustained and clearance-pathway-bound.
01. Pre-pricing — SOKA-BAU + IG Metall / BG ETEM scope split
Decom workforce splits across three Berufsgenossenschaften. Active-area dismantling (reactor pressure vessel, primary loop, containment internals) sits under IG Metall ERA + a specialised nuclear-decom tariff at the receiving Niederlassung; the wage anchor is operator-specific (EnBW, PreussenElektra, RWE Power). Civil-decom (turbine hall, auxiliary buildings, cooling-tower demolition) sits under SOKA-BAU 20.2% with Mindestlohn-Bau LG3 €23.97/h. Electrical commissioning (interim-storage facility power, controls retrofit) sits under BG-ETEM with AVE-Elektrohandwerk.
The Tier-1 prime carries the AtG §15 Strahlenschutzbeauftragter responsibility; workforce sub-tier flows under it.
02. Meldeportal-Mindestlohn + A1 + StrlSchV §73 clearance
A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. The nuclear layer adds the StrlSchV §73 Strahlenschutz-Fachkunde clearance: 2-4 months pre-mobilisation per worker, per facility, scheduled through the operator’s Strahlenschutzbeauftragter. The clearance is non-transferable across KKW sites — a worker cleared for Isar 2 needs re-clearance for Neckarwestheim 2.
Per-worker fine ceiling under §23 AEntG: €30,000. The §73 clearance is the operational gate.
03. SOKA-BAU + BG onboarding
Civil-decom portion at SOKA-BAU 20.2% West. The Baustellenausweis carries the determining classification. The nuclear overlay adds the operator-specific StrlSchV §35 clearance-measurement procedure that gates every material movement off the site boundary.
04. SchwarzArbMoDiG-defensible evidence pack
Since 1 January 2026, FKS profile is biometric on-site + live payroll-IT + A1 / DRV / Meldeportal-Mindestlohn cross-matching. The nuclear overlay adds the operator’s Strahlenschutz-Register reconciliation. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, StrlSchV §73 clearance documentation, BG membership confirmation, and Anerkennung-recognition trail.
05. India and Gulf sourcing corridors — limited applicability
The Indian and Gulf nuclear-trade pools are constrained: nuclear scope requires the per-facility StrlSchV §73 clearance pathway, which adds 2-4 months to any deployment Gantt. The corridor is viable for civil-decom and electrical scope where StrlSchV-controlled-area access is not required; for controlled-area dismantling, the pool is principally EU-internal (NUKEM, GNS, BNG-affiliated decom-trade specialists).
The 8 to 14-week corridor lead-time applies to the non-controlled-area portion only. The §73 clearance window is the binding constraint on controlled-area access regardless of corridor.
