01. Pre-pricing — Convention Métallurgie + PC 124 BTP split + CEFRI
Active-area pressure-part welding sits under Convention Collective de la Métallurgie at the receiving CNPE; the wage anchor includes the operator’s nuclear-trade premium. Civil-trade portion (containment structure, auxiliary buildings, turbine hall shell) at PC 124 BTP N1P1 €1,843 monthly floor (2026). CIBTP 20.70% national. 02. SIPSI + A1 + CEFRI N1/N2 clearance
A1 + French-language contract + SIPSI déclaration predate site arrival. The CEFRI layer adds: RP1 (executor) or RP2 (team leader) per worker, with options PR1 CC / RP1 RN / PR1 RNE / PR1 CR; company-level “E” (workers under ionising radiation) and “I” certifications.
Per-worker CEFRI clearance is 2-4 months pre-mobilisation and CNPE-specific — non-portable.
03. CIBTP + Constructys + CEFRI onboarding
Civil-trade portion at CIBTP 20.70%. Process-trade at Convention Métallurgie. CEFRI E + I certifications carried at company level; per-worker RP1 / RP2 carried at individual level.
04. URSSAF + ASNR-defensible evidence pack
Décret 2025-1338 + ASNR inspection profile + CNDP public-debate disclosure layer. Minimum pack: SEPA-traceable remuneration, SIPSI, Carte BTP, A1, RCC-M 2024 WPQR scope-match per pressure-part worker, CEFRI RP1/RP2 record per individual, CEFRI E + I company certifications.
05. India and Gulf sourcing corridors — the FR nuclear pathway
Indian and Gulf nuclear-trade pools are limited for CEFRI-controlled-area scope. The corridor is viable for civil-trade portion (containment building shell, auxiliary buildings). For CEFRI-cleared mechanical scope, the pool is principally EU-internal (NUKEM / Framatome / Westinghouse-affiliated decom-trade specialists). The Areva-EDF legacy network supports talent recirculation across EU EPR programmes.
The CEFRI clearance window is the binding constraint regardless of corridor.
