Rijkswaterstaat runs the federal NL road network. The A24 Blankenburgverbinding (with Maasdeltatunnel) opened fully on 7 December 2024 under a DBFM contract ~€1 bn (20-year maintenance) delivered by the Ballast Nedam + DEME + Macquarie Capital consortium. ViA15 — extending A15 ~12 km with a 2.5 km Pannerdensch Kanaal bridge — is in implementation 2026-2031 (GelreGroen JV ~€1.2 bn).
01. Pre-pricing — CAO Bouw + BPF Bouw
Road-and-motorway renewal is principally a CAO-Bouw-classified workforce. BPF Bouw 25.73% applies on the construction-trade portion (1 January 2026 onwards). Where bridge-replacement work crosses into EN 1090 EXC3/EXC4 steelwork (ViA15 Pannerdensch Kanaal bridge), CAO Metalektro picks up the metalworking-trade portion.
02. MeldNL + A1 + CROW competency
A1 + MeldNL filing predate site arrival. The CROW layer adds the Verkeersregelaar competency per TM-erection / strike crew.
03. BPF Bouw onboarding
Civil-trade portion at BPF Bouw 25.73%. The site-access register carries the determining classification.
04. NLA-defensible evidence pack
Standard WagwEU + Wtta-phasing profile augmented by RWS DBFM framework-agreement reconciliation. Minimum pack: SEPA-traceable remuneration, CAO-compliant timesheets, MeldNL submission, BPF Bouw membership, CROW competency record.
05. India and Gulf sourcing corridors — the road-trade pathway
Indian highway-trade pool delivers L&T-trained TM crews + IIW-affiliated structural-steel fitters from NHAI national-highway programmes. The 8 to 14-week corridor lead-time activates against Rijkswaterstaat regions (Noord, Midden, Zuid, West).
