Germany’s federal motorway network passed from the Bundesländer to Autobahn GmbH des Bundes in 2021. The renewal programme on A1, A3, A7, A8 and A45 runs continuously, with peak headcount in summer months and RSA 21 governing every closure.
01. Pre-pricing — BG-Bau + SOKA-BAU + Mindestlohn-Bau
Road-and-motorway renewal is principally a BG-Bau workforce — TM erection, asphalt paving, bridge-deck replacement, signage. SOKA-BAU 20.2% on the West rate applies on the construction-trade portion. Mindestlohn-Bau LG3 €23.97/h from 1 April 2026; LG2 carries the support-trade floor.
Where bridge-replacement work crosses into EN 1090 EXC3/EXC4 steelwork (A45 bridge replacements are particularly steel-intensive), BGHM picks up the metalworking-trade portion with IG Metall ERA-equivalent tariffs.
02. Meldeportal-Mindestlohn + A1 + RSA 21 Sicherungsposten
A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. The RSA 21 layer adds the Sicherungsposten-Qualifikation per worker on the TM-erection / strike crews. Per-worker fine ceiling under §23 AEntG: €30,000.
03. SOKA-BAU + BG-Bau onboarding
Civil-trade portion at 20.2% West rate. BG-Bau registers the workforce before site presence; the Baustellenausweis carries the determining classification. The Autobahn-GmbH layer adds a site-clearance step: the receiving Autobahn-Niederlassung verifies the contractor’s pre-mobilisation pack against the per-corridor framework agreement before site access.
04. SchwarzArbMoDiG-defensible evidence pack
Since 1 January 2026, FKS profile is biometric on-site + live payroll-IT + A1 / DRV / Meldeportal-Mindestlohn cross-matching. The Autobahn overlay adds the framework-agreement Vertragsregister reconciliation. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, BG-Bau membership confirmation, RSA 21 Sicherungsposten record, and Anerkennung-recognition trail.
05. India and Gulf sourcing corridors — the highway-trade pathway
Indian highway-trade pool delivers Larsen & Toubro-trained TM erection crews and IIW-affiliated structural-steel fitters from the NHAI national-highway programmes. Gulf corridor delivers ARAMCO / Saudi-MoT-served highway contractor pools. Anerkennung in Deutschland recognition is scoped per worker before deployment; the RSA 21 Sicherungsposten-Prüfung is scheduled into the post-arrival window.
The 8 to 14-week corridor lead-time activates against the receiving Autobahn-GmbH region — Nord, West, Südwest, Süd, Mitte or Ost.
