The Dutch LNG-import network has two active import points: GATE Terminal (Maasvlakte Rotterdam, since 2011) and EemsEnergyTerminal (Eemshaven, since 16 September 2022). The GATE 4th tank construction is ongoing through 2026 to add +180,000 m³ and +4 bcm/y regasification, bringing total capacity to 20 bcm/y.

01. Pre-pricing — CAO Metalektro + CAO Bouw split

Pressure-part welding on cryogenic piping sits under CAO Metalektro at the receiving Niederlassung. Civil shell (tank-bund, structural steel, foundations) sits under CAO Bouw & Infra 2025-2027 with BPF Bouw 25.73% pension premium on the construction-trade portion. The Tarif-Bezug is verified per receiving site at mobilisation.

02. MeldNL + A1 + PED Cat III/IV + BRZO 2015 documentation

Every posted welder arrives with a Portable Document A1 and a MeldNL notification predating site arrival. The PED Cat III/IV scope requires the notified-body operator-qualification records (DEKRA Certification, Kiwa Technology, Lloyds Register) linked to the installed pipework. The BRZO 2015 / Seveso III high-tier classification adds the safety-management-system (Veiligheidsbeheerssysteem) interface and ILT inspection cadence.

The PGS-33 + ATEX 153 layers govern LNG distribution / refuelling and zone classification (the explosieveiligheidsdocument valid for 5 years under Arbobesluit Hoofdstuk 3 art. 3.5c).

03. BPF Bouw + cooling-trade onboarding

Civil-trade portion at BPF Bouw 25.73% from 1 January 2026. F-gas crews where applicable run under BRL 100 / BRL 200. The Baustellenausweis-equivalent NL site-access register carries the determining classification.

04. NLA + ILT-defensible evidence pack

NLA and ILT each maintain their own inspection profile — NLA on the workforce / wage-compliance side, ILT on the BRZO-2015 / Seveso-III site-safety side. Minimum survivable pack: SEPA-traceable remuneration, CAO-compliant timesheets, MeldNL submission record, WPQR scope-match documentation tied to Charpy-impact-test reports, BPF Bouw membership confirmation, and the explosieveiligheidsdocument per zone where ATEX applies.

05. India and Gulf sourcing corridors — the NL pressure-part pathway

The Indian pressure-part welder pool delivers EN ISO 9606-1 + ASME IX qualified trades through BHEL, Larsen & Toubro, Tata Projects. The Gulf corridor reaches ARAMCO / ADNOC / QatarGas-served NORSOK contractor pools. Anerkenning van Beroepskwalificaties recognition is scoped per worker before mobilisation; the WPQR scope-match is verified against the receiving terminal’s QMS before first cryogenic weld.

The 8 to 14-week corridor lead-time activates against GATE Terminal Maasvlakte or EemsEnergyTerminal Eemshaven.
