Welder Charpy qualification follows the temperature.
Fos-Cavaou + Fos-Tonkin + Montoir-de-Bretagne (Elengy) and Dunkerque LNG (Fluxys-led consortium) share the EN ISO 9606-1 + Charpy spine. CODAP (pressure vessels) + CODETI (piping) under AFIAP add the French codification layer.

Named projects in this jurisdiction
- Fos-Cavaou (Fosmax LNG, 100% Elengy after 2020, ~10 bcm/y, operational since April 2010) Elengy (GRTgaz / ENGIE group)
- Fos-Tonkin (Elengy-operated) Elengy
- Montoir-de-Bretagne (Elengy-operated since 1980, 10 bcm/y, 360,000 m³ in 3 tanks) Elengy
- Dunkerque LNG (Fluxys-led 61%, EDF 8 bcm + TotalEnergies 1.5 bcm 20-yr contracts, since 1 Jan 2017) Dunkerque LNG (operator: Gaz Opale)
France’s LNG-import network has four import points: three Elengy-operated (Fos-Cavaou, Fos-Tonkin, Montoir-de-Bretagne) plus Dunkerque LNG (Fluxys-led consortium). Dunkerque is the largest at 13 bcm/y; Fos-Cavaou ~10 bcm/y; Montoir 10 bcm/y. All four operate under Seveso seuil haut with PPRT.
01. Pre-pricing — PC 124 BTP + Convention Métallurgie split
Pressure-part welding sits under Convention Collective de la Métallurgie at the receiving Niederlassung. Civil shell — tank bunds, structural steel, ICPE-permit-required foundations — sits under PC 124 BTP CCN with N1P1 floor €1,843 gross/month (2026 grid). CIBTP Congés 20.70% national.
02. SIPSI + A1 + PED Cat III/IV + CODAP / CODETI documentation
A1 + French-language contract + SIPSI déclaration predate site arrival. The PED Cat III/IV scope requires the notified-body operator-qualification records (Bureau Veritas, APAVE, SOCOTEC) linked to the installed pipework. CODAP 2020 (pressure vessels) + CODETI (piping) are the AFIAP French codes applying alongside EN 13480 / EN 13445.
The PPRT layer adds the prefectoral site-zoning constraint on every contractor activity within the safety perimeter.
03. CIBTP + DREAL onboarding
Civil-trade portion at CIBTP Congés 20.70% national. DREAL regional inspection (e.g. DREAL PACA for Fos sites, DREAL Pays-de-la-Loire for Montoir, DREAL Hauts-de-France for Dunkerque) audits the ICPE compliance and PPRT zone usage.
04. URSSAF + DREAL-defensible evidence pack
Décret 2025-1338 in force from 1 January 2026. Minimum survivable pack: SEPA-traceable remuneration, SIPSI déclaration, Carte BTP, A1, WPQR scope-match documentation tied to Charpy-impact-test reports, CODAP / CODETI conformity records.
05. India and Gulf sourcing corridors — the FR pressure-part pathway
Indian pressure-part welder pool delivers EN ISO 9606-1 + ASME IX qualified trades through BHEL, L&T, Tata Projects. Gulf corridor reaches ARAMCO / ADNOC / QatarGas-served NORSOK contractor pools.
The 8 to 14-week corridor lead-time delivers the Charpy-qualified pool against Fos-Cavaou, Montoir-de-Bretagne or Dunkerque LNG.
