Bauer, Keller, Bilfinger Spezialtiefbau — VA-BKS VI on every bored-pile toe.
Cross-border deep-foundation workforce mobilisation against Stuttgart 21 + Brenner DE-portal + LMBV federal-framework projects — VA-BKS VI, Spezialtiefbau-Regelwerk, BG-Bau / BG RCI scope — under §14 AEntG and SOKA-BAU 20.2%.

A bored-pile installation cuts through fill / clay / sand / rock. VA-BKS VI (deep-foundation cert) applies throughout; TRGS 519 (asbestos) triggers where pre-1980 fill is encountered.

Germany’s deep-foundation market is dominated by Bauer Spezialtiefbau, Keller Holding, Bilfinger Spezialtiefbau and Implenia. Named programmes — Stuttgart 21, Brenner Basistunnel DE-portal, Hamburg HafenCity, BER ground stabilisation, LMBV Bergbau-Folge-Sanierung — run continuously across the post-2020 decade.
01. Pre-pricing — BG-Bau + SOKA-BAU at the contractor authorisation level
Spezialtiefbau crews sit under BG-Bau, with SOKA-BAU 20.2% applying universally on the construction-trade portion. Mindestlohn-Bau LG3 €23.97/h from 1 April 2026 carries the wage floor for the bored-pile + diaphragm-wall + ground-anchor scope. Where reinforcement-cage welding crosses into EN ISO 9606-1 pressure-part scope, BGHM picks up the metalworking-trade portion.
VA-BKS VI is the contractor-level authorisation (not the individual worker). The Tier-1 prime carries VA-BKS VI; workforce sub-tier flows under it.
02. Meldeportal-Mindestlohn + A1 + TRGS 519 documentation
A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. The TRGS 519 layer triggers per-site where pre-1980 fill is encountered (Berlin, Hamburg, BER): SS3/SS4-equivalent asbestos-handling competency on the affected crews, plus the Gefährdungsbeurteilung-Asbest documentation. Per-worker fine ceiling under §23 AEntG: €30,000.
03. SOKA-BAU + BG-Bau onboarding
Civil-trade portion at 20.2% West rate. BG-Bau registers the workforce before site presence; the Baustellenausweis carries the determining classification.
04. SchwarzArbMoDiG-defensible evidence pack
Since 1 January 2026, FKS profile is biometric on-site + live payroll-IT + A1 / DRV / Meldeportal-Mindestlohn cross-matching + SOKA-BAU contribution-stream reconciliation. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, BG-Bau membership confirmation, Anerkennung-recognition trail, and the TRGS 519 competency documentation where asbestos-encountered.
05. India and Gulf sourcing corridors — the deep-foundation pathway
Indian deep-foundation trade pool delivers Larsen & Toubro-trained bored-pile rig operators and reinforcement-cage fitters; the Gammon India tunnel-corridor pool delivers diaphragm-wall scope. Gulf corridor reaches Saudi Binladin and Bauer-Middle-East-trained crews.
The 8 to 14-week corridor lead-time delivers the BG-Bau-eligible candidate against the receiving site’s VA-BKS-VI-authorised Tier-1 prime — Bauer, Keller, Bilfinger or Implenia.
