Germany’s Autobahn GmbH operates the BAB Telematik framework on the federal motorway network. Tunnel-safety conformance under RABT 2006 (the German transposition of Directive 2004/54/EC) is the binding non-substitutable layer for every Elbtunnel-class facility.
01. Pre-pricing — BG-ETEM + BG-Bau split
ITS deployment splits two ways: signal/control/CCTV electronics sit under BG-ETEM with AVE-Elektrohandwerk (€14.93/h) as the wage anchor. Civil gantry-foundations, tunnel-niche installation, cable-route construction sit under BG-Bau with SOKA-BAU 20.2% + Mindestlohn-Bau LG3 €23.97/h.

02. Meldeportal-Mindestlohn + A1 + Autobahn-GmbH framework registration
A1 + German-language contract + Meldeportal-Mindestlohn filing predate site arrival. The Autobahn-GmbH layer adds the BAB-Telematik framework registration — every contractor must be on the corridor framework before bidding into closures.
The EN 12966 + CPR layer adds the product-conformity track: every VMS gantry installed must carry the DoP (Declaration of Performance) in the substantial-completion dossier, or Autobahn GmbH rejects at acceptance.
03. SOKA-BAU + BG-ETEM / BG-Bau onboarding
Civil-trade portion at 20.2% West rate (BG-Bau). Signal/control portion at BG-ETEM. The Baustellenausweis carries the determining classification per individual.
04. SchwarzArbMoDiG-defensible evidence pack
Standard FKS profile since 1 January 2026. Minimum pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, BG membership confirmation, the BAB-Telematik framework-registration record, and per-installation EN 12966 DoP linked into the project’s substantial-completion file.
05. India and Gulf sourcing corridors — the ITS-trade pathway
Indian ITS-trade pool delivers IIW-certified electrical installers and BHEL-trained controls engineers from the National Highways AI Mission and India Smart Cities Mission programmes. Gulf corridor reaches MOM / Roads-and-Transport-Authority-served corridor contractor pools. The 8 to 14-week corridor lead-time delivers the BG-ETEM-eligible candidate against the Autobahn GmbH region.
