Germany’s pharma-manufacturing footprint is concentrated across five major operators: BioNTech (Marburg), Pfizer (Karlsruhe), Roche (Mannheim), Boehringer Ingelheim (Biberach), and Merck KGaA (Darmstadt). Each site sits inside the GMP Annex 1 (2022) pressure cascade and is inspected by its Bundesland-specific Landesbehörde.

01. Pre-pricing — BG-ETEM + BG RCI + SOKA-BAU per scope

GMP fit-out splits across three BGs. Electrical and BMS scope (FFU power, room-pressure control, EMS) sits under BG-ETEM with AVE-Elektrohandwerk anchoring the floor. Chemicals-process scope (CIP/SIP loops, WFI distribution, fill-finish-line plumbing) sits under BG RCI. Civil shell (cleanroom envelope, Reinraum-Decke, EXC3 steel) sits under BG-Bau with SOKA-BAU 20.2% on the construction-trade portion and Mindestlohn-Bau LG3 €23.97/h from 1 April 2026.

Tarif-Bezug per Niederlassung is verified at mobilisation — ZVEH AVE-Elektrohandwerk for electrical, ZVSHK SHK-Tarif for wet-utilities, IG Metall ERA where receiving Niederlassung is in Bayern.

02. Meldeportal-Mindestlohn + A1 + EU GMP Annex 1 documentation

Every posted worker arrives with A1 + German-language contract + Meldeportal-Mindestlohn filing predating site arrival. The Annex 1 (2022) layer adds the QMS-facing documentation: change-control records on every cleanroom installation, qualification protocols (DQ/IQ/OQ/PQ) routed through the operator’s QA team, and the contamination-control strategy (CCS) interface for every wet-services penetration.

Per-worker fine ceiling under §23 AEntG reaches €30,000. The QMS documentation is independent of the AEntG track and attaches to the receiving operator’s manufacturing-authorisation file held by BfArM.

03. SOKA-BAU + BG RCI onboarding

The BioNTech Marburg, Boehringer Biberach and Pfizer Karlsruhe build phases enrol the civil-trade portion through SOKA-BAU at the 20.2% West rate. BG RCI registration runs in parallel for the chemicals-process portion; the Baustellenausweis carries the determining classification per worker. For BG-ETEM-classified electrical and BMS scope, dual-membership for cross-discipline workers is administratively normal.

The pharma sector adds a specific gowning-and-training overlay: every worker entering Grade B or above must complete operator-specific aseptic-gowning qualification, which the operator’s QA team verifies before site entry. The qualification is non-transferable across operators.

04. SchwarzArbMoDiG-defensible evidence pack

The Finanzkontrolle Schwarzarbeit’s pharma-cleanroom inspection profile is elevated because of the dual sensitivity: AEntG-track wage compliance plus the operator’s manufacturing-authorisation file. Biometric on-site identity capture, live payroll-IT access, and automated cross-matching against A1 / DRV / Meldeportal-Mindestlohn are the standard profile since 1 January 2026.

The minimum survivable pack: SEPA-traceable remuneration to a German bank account, ArbZG timesheets archived continuously, retrievable German-language contract, BG-membership confirmation, Anerkennung-recognition trail, and the operator’s gowning-qualification record per individual.

05. India and Gulf sourcing corridors — the GMP-trade pathway

The Indian pharmaceutical-trade pool delivers IIW-certified WFI-loop welders, BHEL-trained controls engineers, and ISPE-affiliated GMP-trained cleanroom-fitters. The Gulf corridor is less active for pharma-GMP work; the dominant pathways are India-Germany and India-Belgium (Janssen / GSK corridors).

Anerkennung in Deutschland recognition is scoped per worker before deployment; the receiving-operator gowning qualification is scheduled into the post-arrival training window. The 8 to 14-week corridor lead-time closes against the receiving site’s CCS before the first Grade-A access.
