Civil shell — boiler-house structural steel, ash-handling silos, flue-gas-cleaning towers — sits under SOKA-BAU at 20.2% West with Mindestlohn-Bau LG3 €23.97/h from 1 April 2026.

02. Meldeportal-Mindestlohn + A1 + PED + WPQR documentation
Every posted welder arrives with A1 + German-language contract + Meldeportal-Mindestlohn + EN ISO 9606-1 WPQR scope-match documentation. The PED Category III/IV scope requires the notified-body operator-qualification records (TÜV Nord, TÜV Süd, DEKRA) to be linked to the installed pipework. Per-worker fine ceiling under §23 AEntG is €30,000.
03. SOKA-BAU + BG RCI onboarding
The civil-trade portion enrols at the 20.2% West rate. BG RCI registers the pressure-part welders before site presence. The Baustellenausweis carries the determining classification.
04. SchwarzArbMoDiG-defensible evidence pack
Biometric on-site identity capture + live payroll-IT + A1 / DRV / Meldeportal-Mindestlohn cross-matching since 1 January 2026. Minimum survivable pack: SEPA-traceable remuneration, ArbZG timesheets, retrievable German-language contract, WPQR-scope-match file linked to Charpy-impact-test results where dual-fuel boilers apply, BG-membership confirmation, and Anerkennung-recognition trail.
05. India and Gulf sourcing corridors — the pressure-part WtE pathway
The Indian pressure-part welder pool delivers EN ISO 9606-1 + ASME IX qualified trades through BHEL, Larsen & Toubro, Tata Power, IIW-affiliated training networks. The Gulf corridor reaches ARAMCO/ADNOC-served NORSOK contractor pools. Anerkennung in Deutschland recognition is scoped per worker before deployment; the WPQR scope-match documentation is verified against the receiving plant’s QMS before first weld.
The 8 to 14-week corridor activates against Ruhleben, Köln-Niehl, Borsigstraße, Bremen MHKW or EEW Hannover-Lahe.
