Subsistence Allowances
Päiväraha tax-free thresholds are set annually by Verohallinto. The 2026 indicative figures are EUR 51 full-day and EUR 24 half-day [verify 2026]. Päiväraha in excess of the Verohallinto threshold is taxable as wage income and triggers full social-security loading. For posted workers, the host-country (Finnish) thresholds apply for the duration of work performed in Finland.
7. Language Requirements
Statutory Threshold
There is no statutory CEFR threshold on labour migration to construction or EPC trades. Finland is constitutionally bilingual in Finnish and Swedish under Suomen perustuslaki 731/1999 §17. None Statutory applies in Finland for the mason rubric; the H&S floor below nevertheless applies.
Practical Floor on-site
The principal working language on most domestic Finnish construction sites is Finnish, with Swedish-speaking pockets in the Vaasa-Kokkola-Pietarsaari region and on Åland. Toolbox talks, emergency-response briefings, and safety-permit handovers are conducted in Finnish unless the project is one of the recognised English-tolerant EPC engagements: Olkiluoto OL3/OL4 (TVO) nuclear engagements, large-scale battery and data-centre construction (Vaasa, Kotka, Espoo), forest-product capacity projects (Kemi, Äänekoski), and offshore-wind developments along the Bothnian coast. On these sites, English-only crews are tolerated under a designated bilingual safety coordinator. On non-EPC residential and commercial sites, an A2-B1 functional Finnish floor on the gang leader is the de-facto requirement.

Chain Liability
Under Lähetettyjen työntekijöiden laki §13, the principal contractor may be jointly and severally liable for unpaid wages owed by any subcontractor in its supply chain. Under Tilaajavastuulaki §5, the principal must verify the immediate sub-contractor’s compliance position before contract signature; the documentation is rolling and must be re-verified at minimum every 12 months, in practice every 3-6 months for active engagements. Tilaajavastuu.fi automates documentation but does not absolve underlying liability.

10. Operational Warnings & Red Flags
- AVI notification omission cascades. A missed or incomplete lähetetty työntekijä notification is not a stand-alone fine — it triggers an audit chain across Verohallinto Act 658/2017 reporting, ETK TyEL position, and TVK tapaturma cover. Each audit is independently sanctionable. Each new posting address requires a fresh AVI filing; multi-site rotations are a frequent failure mode.
- TES wage parity is component-by-component. A bare hourly rate at or above Palkkaryhmä IV that omits matkakustannusten korvaus, päiväraha, helpotuspäivän palkka, lomakorvaus, or akkord settlement is a Rakennusliitto-actionable underpayment and exposes the Finnish principal to joint-liability claims under Posted Workers Act §13. Akkord misallocation under the urakkalaskelma is a particularly common audit finding on shell-and-core sites.
- Valttikortti auto-suspension. The card is linked through Tilaajavastuu.fi to the engaging employer’s compliance status. If the employer falls out of Tilaajavastuu compliance (lapsed verovelkatodistus, missing TyEL certificate, missing työterveyshuoltosopimus), the card is automatically suspended and the worker is locked out at the next site turnstile read. Posted-worker employers must maintain rolling Tilaajavastuu compliance through the 6-monthly renewal cycle.
- Veronumero lead time. A worker arriving on a Friday cannot start work on the following Monday without a Veronumero recorded in the public Veronumerorekisteri. Verohallinto service-point lead time is 1-3 working days; document-verification queries can extend it. Front-load Veronumero application before site mobilisation, not on arrival.
- Olkiluoto and EPC tolerance does not generalise. Tolerance for English-only crews on Olkiluoto OL3/OL4 and other major EPC projects does not transfer to non-EPC residential and commercial sites. Per-deployment site language profile must be verified separately from country-level tolerance assumptions; a Polish gang accustomed to Olkiluoto English will fail safety induction on a Helsinki residential project.
- Silica dust on facing-brick work. EU Directive 2017/2398 sets the binding 0.1 mg/m³ 8-hour TWA limit on respirable crystalline silica; transposed into Finnish law, the threshold is enforced through työsuojelu inspections. Wet-cutting and on-tool LEV with H/M-class filtration are non-negotiable on Tier 1 sites for any cutting or grinding operation. EN 149 FFP3 masks are the PPE floor.
- Long-duration posting threshold. Beyond 18 months in Finland, the pitkäkestoinen lähettäminen regime triggers full Finnish labour-law application. Beyond 24 months, social security shifts to Finland absent an Article 16 derogation granted by ETK. Multi-cycle deployments must be modelled with rotation under the duration cap, not extension into the trigger zone.
- Akkord misclassification. Akkord deployment is governed by the urakkalaskelma framework under Rakennusalan TES; settlement structures that pay piecework as a flat allowance outside the urakkalaskelma are a frequent audit finding and are Rakennusliitto-actionable as underpayment.
Trade-specific context
Respirable crystalline silica (RCS) dust is the dominant occupational exposure risk across all 29 jurisdictions. EU Carcinogens and Mutagens Directive 2017/2398 set a binding 0.1 mg/m³ 8-hour TWA limit, transposed nationally with stricter values in DE (TRGS 559: 0.05 mg/m³), NL (Arbobesluit 4.19: 0.075 mg/m³ [verify]), FR (Code du Travail R.4412-149), and IE (SI 622/2001 as amended). Wet-cutting and on-tool LEV (local exhaust ventilation, vacuum extraction with H/M-class filtration) are non-negotiable on EU sites since the 2019 Directive transposition deadline. CEN reference: EN 12779 (woodworking dust) is sometimes cited by analogy, but masonry-specific guidance falls under national authorities (HSE COSHH, BAuA TRGS 559 https://www.baua.de/, INRS ED 6451).
Manual handling: Brick and block weight thresholds are jurisdictionally set. DE Bauhauptgewerbe Tarif and BGV/DGUV guidance (DGUV Information 208-033) recommend single-handed lifting maximum 11 kg for repetitive masonry work; NL Arbobesluit 5.2 references 23-25 kg general but with task-specific NIOSH derating; FR Code du Travail R.4541 sets the framework with INRS practical guidance at 25 kg; IT D.Lgs 81/2008 Allegato XXXIII references EN 1005-2. Heavy aggregate-concrete blocks (>20 kg) must be two-person-lifted or mechanised (block clamps, mini-cranes).
Working at height: Scaffolding interface is governed by EN 12810 (façade scaffolds) and EN 12811 (working scaffolds — performance requirements). Mason-erected putlog and trestle scaffolds must comply with national equivalents — DE TRBS 2121, FR Décret 2004-924, NL Arbobesluit 7.34. PASMA-equivalent mobile-tower training (UK reference) maps to AGBau Fachkundige Person (DE) and SCC scaffold modules (NL/BE).
MSK injury from repetitive masonry motion is the largest long-term morbidity driver — knee bursitis, shoulder impingement, lumbar disc degeneration. Rotation between coursework and labouring tasks reduces incidence.
PPE baseline: EN 397 hard hat, EN 471/EN ISO 20471 hi-viz class 2, EN 388 cut-resistant gloves (level 2222 minimum), EN ISO 20345 S3 safety boots, EN 14404 knee pads, EN 149 FFP3 dust mask (mandatory for any cutting/grinding operation). Hearing protection EN 352 above 80 dB(A) when using cut-off saws.
