Six parties. The same question. Six incompatible answers.
Every organisation below already forms a judgement about industrial capability, records it in its own vocabulary, and discards it when the work ends. None of those judgements is legible to the others, and none survives the project that produced it.
01 · The parties
Six positions around one unobserved quantity. Each holds a different instrument, each records the reading in a private vocabulary, and none of the six can read another's.

Operators
Refineries, petrochemical plants, power and process facilities. Carry the consequence of a wrong capability judgement directly, in shutdown days and safety exposure, and have the least visibility into a workforce assembled from third parties weeks before it arrives.
EPC contractors
Engineering, procurement and construction. Price their own execution capability at bid, staff it at mobilisation, and discover the difference during delivery. The gap is carried as contingency or absorbed as overrun.
Capital providers
Execution risk, assessed at a distance. The capability of the workforce that will execute the work is a material input to whether a project completes to schedule and to specification, and it is not directly observable. The judgement is rebuilt from proxies, and the residual uncertainty is carried whether or not it is named.
Regulators & competent authorities
Competence assurance regimes. Require demonstrable competence and are handed document collections. Certificates prove that documents exist. What is inspected is rarely what is meant.
Training providers
Vocational and industrial training. Design against published standards rather than measured shortfall, and evaluate by completion rather than by whether the deficiency closed.
Government & labour agencies
Workforce, migration and industrial strategy. Plan national and regional capability from headcount and qualification counts, which describe credentials held rather than work that can be executed.

Different projections of one quantity
These parties do not disagree because they are careless. They disagree because each observes a different projection of the same hidden quantity, through an instrument designed for its own purpose, and records the result in a vocabulary designed for its own use.
No translation between any two
An operator's judgement about a welder does not transfer to the contractor pricing the work, or to the regulator inspecting it, or to the training provider correcting it. Each rebuilds the judgement from scratch, less well, at additional cost.
The condition that is missing
A shared representation is not a convenience. It is the condition under which any of these judgements can be compared at all.

Where the observations are.
Heavy industrial work, where the cost of a wrong capability judgement is measured in shutdown days rather than salary, and where the events worth observing are rare, scheduled, and unrepeatable.

One description. Six readers.
The condition every one of these parties is missing is the same: a description of capability that means the same thing when it crosses from one of them to the next.
A description that survives the crossing is not a document any of the six hands to another. It is a state estimate held centrally and rendered to whichever of them is asking, in the vocabulary that party can act on, which is the argument carried in full in what is purchased. The questions the six stop having to answer privately are set out in what becomes answerable. The axes along which the description is written are the eight dimensions of description. And the reason none of these six can be allowed to commission a judgement about itself is the standing rule on who pays.
Six instruments pointed at one quantity. What is missing is not another instrument, it is the common reading.
